Introduction

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.


Fonctions

GHSC-PSM is recruiting a Quantification & Forecasting Officer who will be responsible for administering systems for national forecasting, quantification of commodities required to support the HIV/AIDS Program.
S/he shall primarily be responsible for support the quantification unit and development of specifications of HIV/AIDS related and Family planning commodities. S/he will be responsible for the quantification of these commodities using tools such as Quantimed, Pipeline and others that are specifically designed for laboratory commodities (For Lab). S/he shall be responsible for analyzing and managing the Pipeline for antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections, laboratory supplies, family planning and other commodities. The Officer will develop regular quantification reports of commodity needs, including analysis and demand to inform the GHSC-PSM procurement strategy.

Specific tasks to be completed under this SOW are as follows:


Specific Responsibilities will include:

1. Support the Quantification & Forecasting manager and monitor the national pipelines for all HIV/AIDS commodities to ensure that adequate quantities of required commodities are readily available for distribution, using available tools (Pipeline, Inventory Tracking Tool, etc.).

2. Support the Quantification & Forecasting manager, ensure that the site level reports are entered on a regular basis (currently quarterly) into the database system and reviewed in preparation for the distribution/planning/fulfillment process. Analyze and ensure that there is a reliable database of consumption related data to help inform the national quantification

3. Work closely with the other GHSC-PSM teams including data Unit, Monitoring and evaluation, and health systems strengthening as part of a comprehensive project wide objective of ensuring a continuous quality supply chain of HIV/AIDS medicines, laboratory and family planning commodities

4. Support the quantification manager to ensure execution of commodity procurement by GHSC-PSM; this includes monitoring costs and lead time.

5. Coordinate closely with all partners and other stakeholders to ensure rational and timely procurement of HIV/AIDS-related commodities.

6. Support the quantification manager to organize the national quantification exercise for HIV/AIDS and FP commodities and manage the Quantification National committee in collaboration with partners and National counterpart.

7. In coordination with the quantification manager, meet regularly with clients to discuss current orders, upcoming deliveries and immediate future needs.

8. Supervise junior quantification and forecasting officer.

9. Supervise the stock monitoring officer to update all the commodities stock level and order status on a regular basis.

10. Perform tasks as requested by the quantification manager


Qualifications Requises

• Bachelor’s degree in pharmacy, nursing or in a relevant field
• At least three years of work experience in pharmaceutical/lab/public health supplies management.
• Demonstrated skills in relevant forecasting software (uses Quantimed, ProQ and Pipeline), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
• Knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
• Excellent written and oral communications skills in French and English
• Proven ability to work as a part of a leading team but also self-managing of own time.
• Advanced laboratory experience and analytical skills.
