Introduction

GOAL is operating in Haiti since the country was devastated by a major earthquake in January 2010. GOAL is currently closing a regional programme office/warehousing in Gressier


Fonctions

Verify the inventory of all the material, furniture and asset present in the Gressier base.
Confirm status of assets (type: cars, generators, tools etc, Condition:, Ownership/Restrictions).
Make and implement a disbursement Plan compliant with donor rules and internal GOAL policy.
Manage the archive transfer and reorganization.
Manage total cleanup of the compound.
Follow-up the sale of selected GOAL owned vehicles.
Prepare asset write-off reports were relevant.
Organize donations or sales of assets compliant with donor rules and internal GOAL policy.
Ensure adequate security considerations for all the activities in coordination with GOAL Security advisor.


Qualifications Requises

University degree.
Languages skills should be 100% of English and/or French (Haitian Creole Desirable).
Experience in Haiti in logistics, Finance, HR, compliance and security.
Good knowledge of institutional donor’s regulation rules particularly USAid, ECHO and EU.
Skills in interpersonal relationships.
Strong skills in Microsoft software, including Word, power point, Excel, etc.
Ability to work under pressure managing multiple tasks simultaneously.
Immediate availability (in 3 days max after the selection communication).
Able to work in Haiti.


Conditions particulières

Master’s degree.
Experience working with international agencies such as: HPP, ECHO/EU, USAID, UN agencies, among others.
Sensitivity to gender issues.
Work in an organized and concise way.
Work experience in developing countries.
Good judgement, flexibility and adaptability, culturally sensitive.
Work experience as an advisor.
Rigorous, creativity, autonomous, pro-activeness.

Financial offer in US Dollars including taxes and all other costs. Note that on fees, GOAL will have to deduct the tax according to the Haitian law.

Autres remarques

The tax rate for international consultant is 15%; the tax rate for national consultant is 2%. The fiscal residency is determining the nationality of the consultant. All non-Haitian consultant will have to prove is fiscal residency in Haiti by submitting is final tax return. Note that for international consultant, fees (TTC) are calculated as follows: Fees (TTC) = Fees (VAT excluded)/0.85. For national consultant, fees (TTC) are calculated as follows: Fees (TTC) = Fees (VAT excluded)/0.98.
