Introduction
The Community Development Program Manager is responsible for leading, managing and maintaining delivery of quality community-based related programming with a particular focus on community-based rehabilitation, protection, mental health, gender inclusion and disability mainstreaming. The Community Development Program Manager will ensure strict compliance with donor requirements and CBM’s overall programs strategy.
The Community Development Program Manager is also responsible for program design, proposal development, grants management, budget monitoring and narrative reporting.
Fonctions
Program Development and Management
• In coordination with the CCO Head of Programs and stakeholders, develop a work plan for activities related to disability inclusive community development for Haiti
• Support the ongoing monitoring of partners involved in the implementation of identified community-based programs related to disability mainstreaming.
• Engage in regular field visits of CBM supported projects to identify and respond to ongoing program needs
• With the support of the CCO Senior Management Team ensure the effective financial planning, management and reporting of community-based programs and disability mainstreaming efforts
• Coordinate the implementation of program activities according to developed work-plan and CCO Haiti strategy with national and international stakeholders
• Identify opportunities to strengthen community-based programs in Haiti and build relationships between CBM and other organizations working in the fields of health, rehabilitation, advocacy, livelihoods, protection, gender, and education.
• Represent CBM in relevant technical working groups, committees, and cluster meetings
Capacity Building
• Provide adequate mentorship and support to CBM program managers and other CBM staff team members in terms of understanding and use of disability inclusive community development approaches within all of CBM programs, making linkages as necessary to other CCO projects
• Support partners and CBM implemented projects through organizing and conducting trainings and sensitization sessions promoting disability mainstreaming
• Provide expertise when needed to external organizations relating to inclusion and protection of rights for persons with disabilities.
• Foster an attitude towards inclusion within mainstream organizations during the development of projects and programs.
Monitoring & Evaluation
• Jointly with the Head of Programs develop and refine work-plans to ensure the timely implementation of projects
• With the support of the Head of Programs and stakeholders develop an M&E system for community-based projects
• Ensure monitoring of activities according to project work-plans and donor M&E and reporting requirements
• Work with CCO Senior Management Team to provide narrative and financial reports as required
Qualifications Requises
Personal Profile and Requirements
• Min. 5 years of professional experience working in community development
• Required knowledge of disability issues and advocacy strategy
• Desired knowledge of community-based protection, gender, mental health, human rights, and rehabilitation
• Project management
• Good reporting skills
• Proven good organizational skills as well as a high level of autonomy and flexibility
• French and Creole are mandatory; good working knowledge in English
