Introduction

Thousands of people in Hurricane Matthew’s most affected departments (Sud, Grand Anse, Nippes, Sud-Est, and Nord-Ouest) are at increased risk of cholera and other waterborne diseases. There was extensive damage and destruction to homes, roads, crops and health facilities, including facilities which provide treatment and care to many of the estimated 38,000 people living with HIV (PLHIV). Approximately 12,000 persons were enrolled in HIV treatment in the 29 PEPFAR-supported health facilities when Hurricane Matthew struck. These facilities sustained damages, ranging from loss of roofs and equipment to more severe destruction, which threaten the ability to support quality HIV service delivery. To mitigate the impact on PLHIV, safeguard the provision of services and ensure that the health program meets its targets, the PEPFAR Haiti team plans to support food rations (approximately 2,000 metric tons of staple food) for PLHIV and their households for a period of six months, as there are still significant food shortages in the five aforementioned departments.

The food rations will be available at the HIV treatment facilities to PLHIV attendees (many who
are at a high risk of malnourishment) and their families as an incentive to continue or return to
the treatment program.


Fonctions

The Procurement and Supply Chain Specialist will work closely with the Project Manager and with USAID. His/her main functions will be to calculate, identify sources for purchases, participate in negotiation, plan for the warehousing, packaging, labeling, distribution, supervise warehouse staff and monitoring of food commodities in the program. Specific responsibilities are to:

1. Forecasting of needed quantities for periodical delivery, working on the specifications, rations and packaging quantities to be in the procurement tender call do be conducted by CRS procurement department.
2. Participate in the tender process as the member of big committee analysis;
3. Preparing the warehouse with all required material for receiving delivery of purchased goods;
4. Verify that food products are safely and securely stored at the main warehouses and in the locations where they will be distributed to the recipients
1. Establish an efficient schedule for the periodic deliveries, organizing the transportation, overseeing the operation and being sure that all documentations are adequate for the distribution.
2. Plan for adequate, secure and safe storage and control of the food rations in the facilities
3. Account for the amounts and monitor the usage of food rations
4. Maintain an inventory system to track usage and distribution
5. Ensure application of the criteria and procedures for proper distribution of the food
6. Ensure that health facility staff are trained on proper record-keeping.
7. Producing a periodic reporting on inventory, losses, damages and any other irregularity during the distribution process.
8. Filing the claim and follow up with the responsible for any loss or damage;


Qualifications Requises

Background, Experience & Requirements:
• Minimum of 5 years of relevant experience in private and/or public sector agricultural product procurement and related to purchases
• Bachelor’s level business degree or related field
• Demonstrated technical knowledge of Haitian agricultural markets related to agriculture and distribution systems
• Strong interpersonal, oral and written communication skills
• Fluent in French and Haitian Kreyol with functional English skills (written and spoken)
• Experience in Haiti and familiarity with MOH systems preferred.
