Introduction

The Global Health Supply Chain-Technical Assistance IDIQ, Francophone Task Order (USAID GHSC-TA, Francophone TO) will provide technical assistance to strengthen regional, national and sub-national health supply systems in the DRC, Senegal, Benin, and Haiti and support the USAID/West Africa (USAID/WA) Regional Mission in Accra, Ghana. The project will also collaborate with other United States Government agencies, country governments, and non-governmental organizations to improve the long-term availability of health commodities. Additionally, the TO will help countries develop and test emergency preparedness plans and ensure commodities needed to manage disease outbreaks with pandemic potential in select GHSA countries are known, useable, and accessible.

The USAID GHSC - Technical Assistance, Francophone TO will be the primary vehicle through which USAID will:
1) Provide systems strengthening technical assistance;
2) Strengthen collaboration and regional organizations for improved commodity security;
3) Build countries’ supply chain management capacity in the context of global health security and emergency preparedness.

In Haiti, the overall strategy of the technical assistance activities under this task order, is to assist the Haitian government design, implement, and monitor holistic pharmaceutical waste management and laboratory equipment maintenance.

The Country Director will report directly to the USAID GHSC - Technical Assistance, Francophone TO Director based in the United States. The Country Director is responsible for providing overall strategic direction and leadership for the USAID GHSC - Technical Assistance, Francophone TO in Haiti. The Country Director will manage the development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise the administration of standard project operating and financial procedures; manage short and long-term staff; and maintain effective communication with the client, the home office, the public and private sectors, and other donors, cooperating agencies, and critical stakeholders.


Fonctions

As Country Director, the employee is responsible for the following principal duties and responsibilities:
• Directly supervise the Environment and Waste Management System Advisor, Medical Equipment Management Specialist, Laboratory Equipment Management Specialist, Capacity Building and Training Coordinator, and oversee overall Francophone TO staff in Haiti.
• Maintain strong and positive working relationships with clients, partners, and key stakeholders including USAID and local governments.
• Develop and implement annual work plans and budgets that reflect USAID priorities, the Haiti Ministry of Health, and other stakeholders.
• Strategically identify capacity gaps and arrange for appropriate training
• Ensure appropriate management methodologies to plan, organize, and control resources to achieve goals.
• Develop, update, and implement performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures
• Oversee regular data collection and reporting and lead regular reviews of performance to identify issues and drive evidence-based interventions.
• Develop and implement risk mitigation strategies for procurement and logistics services. Assess risk quarterly and implement risk management/ mitigation strategies.
• Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems.
• Regularly report results to USAID, the Ministry of Health, other funders, and the home office. Ensure timely submission of all deliverables.
• Other tasks and objectives as designated by the GHSC-Francophone TO Director.


Qualifications Requises

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• Advanced degree in health or management-related discipline.
• Minimum twelve years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems.
• Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context.
• Skilled in leading and managing high-performing teams.
• Demonstrated ability to work with cooperating partners in implementing complex programs.
• Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills.
• Fluency in French required. Fluency in English preferred.
• Haitian Citizen preferred.

Level of Effort and Location
This long-term position will be based in Port-au-Prince, Haiti.
