Introduction

This role will be primarily focused on ensuring SCI STANDARD 50: Stock Management and Distribution is achieved. Stock is stored and managed according to SCI Warehousing, and Stock Management Procedures and relevant quality, safety and security standards prevent loss or damage. Stock movement can be traced from its reception to its intended point of use or distribution.

Achieving Essential Standards
50.1 Losses include loss caused by exposure to adverse conditions, damage & theft, meaning that warehouses are designed to the needs of the type of goods, and have safety and security measures in place for the context. All losses are reported and unexplained shortages investigated

50.2 Disposal of damaged stock follows relevant quality and safety standards and are approved according to international/donor rules. Drugs and medical device disposal follows WHO Disposal guidelines. Sale or donations of surplus or redundant stocks have donor approval and are documented

50.3 Records are retained for goods held in stores or warehousing that show receipt, storage, approved release and transit to distribution points. In addition, drugs are recorded by batch numbers across the supply chain (i.e. from reception to final point of distribution)

KEY AREAS OF ACCOUNTABILITY:

General Description of the Role
• Responsible for controlling and monitoring the storage, movement, disposal and reporting of stock from reception to the point of distribution.
• Ensuring that warehouse staff are aware of and adhere to the Warehousing and Stock Management Standard, Policy and the stock management manual, and the team is adequately resourced, supported and managed.
• Ensuring that Warehouse Reports are in place and are distributed appropriately.

Stock management/warehousing

• Ensuring all incoming and outgoing stock is managed according to the Warehousing and Stock Management Standard, Policy and manual.
• Ensuring the appropriate storage and physical condition of stocks according to their specific requirements.
• Ensuring all stock is released with a Stock Release Form which is approved in line with Stock Release Approval List.
• Ensuring all goods are tracked by Description, Source of Funds (SOF) Code and Project Code
• Ensuring all associated paperwork is completed and filed correctly so that there is a clear auditable trail for all stock movements.
• Preparing and circulating the Warehouse Report to the relevant Budget Holders and programme staff.
• Alerting Budget Holders/Programme Managers when stocks are approaching minimum stock levels or perishable goods are approaching their expiry date, and carrying out any required destruction of stock.
• Ensuring all stock discrepancies/damages are properly documented, investigated and reported to Budget Holders and the Logistics Manager.
• Liaising with Logistics to organise the onward transportation of goods and providing the appropriate documentation to accompany the transport.
• Loading, offloading and stacking goods (additional staff may need to be hired for specific despatches).
• Ensuring access to warehouses is restricted to designated staff and other staff are only permitted to enter when accompanied by designated staff.
• Ensuring warehouses are kept secure at all times and are maintained, clean, well-organised and pest free.
• Coordinate and follow Haiti policies in rolling out and managing online database software (TiM) of all warehouses/stores of SCI Haiti.

Gifts In Kind Management

• Enforce SCI Standard Stock GIK Management Procedures in all locations,
• To ensure that all Gifts in kind are fully recorded following the stock management documentation process and recorded in the stock report, the stock database and the GIK report along with full valuation.
• Liaise with programmes to produce reports on the use and distribution of GIK stocks in line with the donor requirements and respecting SCI standards.
Additional job responsibilities
The job duties and responsibilities as set out above are not exhaustive and the post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.


Qualifications Requises

• Diploma in Management or specialized training in the field
Essential
• Significant prior International NGO experience in logistics
• Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
• Ability to analyse complex information, and make clear, informed decisions
• Ability to build relationships quickly with a wide range of people, both internally and externally
• Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities and to delegate.
• Working knowledge of French and Creole.

Desirable
• Technical experience/training in specific areas of logistics e.g. fleet mechanics
• Working knowledge of English

CHILD SAFEGUARDING:
The employee must adhere to the child protection policy that supports the SCI child safety objective. In addition, he / she will have to know the local procedure for complaints, the protocol of the safeguarding of the child and the Code of Conduct of SCI indicating rules of behavior of every day as much in the personal life that professional.
