Introduction
This role will be primarily focused on ensuring SCI STANDARDS 48 and 49: Supply Planning And Sourcing are achieved.
48. Supply chain planning is undertaken annually to ensure that the organisational supply chain is sufficiently structured and prepared to meet the needs of programs and beneficiaries. Procurement Plans are developed and approved at the proposal development stage within the award management cycle.
49. Goods, services and construction works are sourced (procured or donated) according to SCI Procurement Procedures, donor policies and applicable laws. All procurement activities are documented and tracked from initial request to payment request. The procurement of medical, food and construction supplies and services meet relevant international quality and safety standards.
This role will lead or/and coordinate all procurement functions and responsibilities for the Sud Field Office. This requires working in close collaboration with the programme team (technical advisors and programme managers).
Fonctions
Strategic
• Coordinate programme procurement; implement the country procurement policies and procedures for the management of the supply chain, Support Logistics and Admin Coordinator to develop supply strategy, establish framework agreements
• Ensure that Save the Children minimum standards of procurement procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
• Ensure that procedures within the specific area of responsibility meet Save the Children and donor regulations, whether that be a within a given technical sector in logistics, or a specific field base
• Provide procurement coaching and capacity building when required
• Ensure all staff engaging in procurement activities understands and applies the rules and regulations.
Supply chain management
• Ensure all procurement is compliant with appropriate Save the Children and donor regulations
• Receive all requisitions for programs, process the paperwork and review the same prior to submitting it for the final authorization and ensure approval by authorized signatory.
• Consult with requestor on specifications, advise on best processes and initiate purchase procedures.
• Initiate canvass for supplies and services getting documented quotations/tender bids according to procurement policy
• Develop procurement committees for the Tenders high-value procurements to ensure required technical support and compliance.
• Provide support role for the functioning of the procurement committee. Ensure due process is followed and fair/transparent purchasing decisions are made.
• Ensure that purchase orders are prepared based on the best terms and conditions given by supplier.
• Ensure proper documentation of all procurement is maintained
• Ensure assets and services are sourced from regular approved vendors.
• Following a competitive bidding process or market surveys, establish preferred vendor list.
• Establish procedures for 6 monthly review and maintenance of the vendor listing, to include feedback on vendors.
• Ensure any documentation for the international procurement (import & export is complete and in compliance with Save the Children policy).
• Ensure smooth delivery between supplier and program.
• Compile and analyze procurement trackers and reports
• Develop and maintain contract tracker
• Maintain strong supplier database; develop supplier performance management tools
Relationship management
• Ensure supplier relationships are managed professionally, transparently, and equally in a non-discriminatory manner.
• Liaise with Finance Manager to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting
Collaborate with program and awards teams to ensure procurement plans are developed at proposal stage.
General:
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications Requises
•Essential
• Extensive prior experience in logistics and procurement management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments
• Proven experience in all technical areas of logistics operations especially in procurement, and preferably in transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
• Experience of working in remote field bases with limited infrastructure
• Ability to synthesise and analyse information, and make clear, informed decisions
• Ability to build relationships quickly with a wide range of people, both internally and externally
• Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
• Working knowledge of French and Creole.
Desirable
• Technical experience/training in specific areas of logistics e.g. fleet mechanics
• Working knowledge of English Bachelors in Procurement or Economics

CHILD SAFEGUARDING:

In addition, he / she will have to know the local procedure for complaints, the protocol of the safeguarding of the child and the Code of Conduct of SCI indicating rules of behavior of every day as much in the personal life that professional.
