Introduction

To contribute to the delivery of high quality recruitment, induction, training and other HR services within CRS/Haiti by:

• Providing an effective and efficient sourcing, selection and recruitment service
• Delivering an induction experience that provides inspiration, knowledge and support while ensuring that all staff fully understand CRS’ mission, values objectives
• Assisting HR Manager in delivering training and development initiatives that meet CRS/Haiti priorities.
• Coordinating CRS’ Protection awareness and training activities;
• Managing the Consultancy Contract Management process;
• Managing the international staff work permits process;

SPECIFIC RESPONSIBILITIES

Job Responsibilities:

TRAINING

Staff Induction
• Prior to start date, connect with the new hire to ensure that all required documentation has been supplied, signed or will be brought in on their first day
• Coordinate & liaise with hiring department and develop agenda of the employee’s first day and first week orientation. Responsible for communicating these details to employee
• Facilitate Orientation sessions and administer the content of the Onboarding Resources site on the CRSLearns Orientation page.
• Review and discuss key policies and procedures critical for the new employee;
• Working with other CRS departments, ensure that critical office support supplies (desk, work area, equipment, business cards, e-mail, phone, and other materials are ordered, as well as any other special instructions) are provided to make new employees feel comfortable, welcome and secure.
• Develop opportunities for feedback, evaluation and measurement of the reach and effectiveness of the Onboarding/Orientation processes

Code of Ethics and Prevention of Sexual Exploitation and Abuse (PSEA)
• Responsible for ensuring that CRS’ mission & values are communicated and understood by each employee
• Orient all new staff consultants and temporary staff on PSEA and other issues of potential abuse
• In cooperation with Accountability unit, develop and pilot internal reporting mechanisms for CRS staff with concerns of exploitation or abuse
• Liaise with CRS Haiti sub-offices to ensure that standards and complaints mechanisms are in place for all CRS Haiti staff
• Participate in the investigation team of all delicate complaints, including those of a sexual nature, involving abuse of funds, or other illicit activities.
• Ensure that CRS commitment to PSEA are include in Consultancy agreements
• Serve as UN and inter-agency focal point on PSEA, fielding feedback from inter-agency initiatives and helping to develop a country-wide statement on PSEA
• Provide quarterly reports to CRS Country Representative and CRS headquarters on PSEA as needed

CRS Learns Online trainings promotion

• Assist the HR Manager in developing strategies to promote the active use of CRS Learns by CRS Staff
• Assist in promotion of the most relevant online training offerings with staff
• Facilitate training sessions on the usage of CRS Learns System on a need basis

PERFORMANCE MANAGEMENT

• Assist the HR Manager in the design and implementation of Performance Management strategies and policies for the country program.
• Closely monitor the performance appraisal process, as per the CRS calendar of events and develop a tracking system to record the occurrence of coaching sessions and file final review documentation.
• Manage all supporting documentation for performance management process.
• Assist the HR Manager in reviewing the performance appraisals documents to identify and correct scoring inconsistencies or errors.
• Prepare yearly reports for the successful analysis of staff performance scores per unit.

POLICY COMPLIANCE, EMPLOYEE RELATIONS, SAFETY AND COMMUNICATION
• Ensure integrity in the correct application of CRS/Haiti internal regulations and procedures;
• Ensures legal compliance by monitoring and implementing applicable Haitian Labor laws requirements;
• Hears and helps resolving employee grievances; Assists HR Manager in counseling employees and supervisors;
• Supports the HR Manager in assessing and influencing positively staff morale within the office
• Assists HR Manager with CRS’ annual award process
• Assists with all the initiatives pertaining to employee safety, welfare, wellness and health within all CRS Offices;
• Works with the HR Manager to coordinate all staff communications for all CRS Offices.

EMPLOYEE USER CREATION & DISTRIBUTION LISTS

• Create and continuously update new employee profile in The National Employee Database while ensuring the accuracy of data;
• Create, maintain and update distribution lists on CRS Global;

CONSULTANCY CONTRACT MANAGEMENT
• Manage the process of consultant contracts by evaluation of Scope of Work for compliance with policy; vet consultants through Bridger software; obtain proper approvals; communicate with selected consultants and the CRS Hiring Manager.
• Coordinate the payment process with the Finance department and the Hiring Manager, upon partial/full completion of the work by the consultants.


INTERNATIONAL STAFF WORK PERMIT PROCESS

• Liaise with new international staff upon their arrival in order to launch work permit application process and coordinate the paperwork until delivery of the permit.
• Track permit expiry dates and coordinate renewal process with staff

Supervisory Responsibilities: No supervisory responsibilities


Qualifications Requises

QUALIFICATIONS, KNOWLEDGE, SKILLS
• Bachelor Degree in business Administration, Management required or equivalent experience
• Minimum 3 years of experience in an HR Generalist position
• Demonstrated experience delivering outstanding customer service
• Strong organization skills, establishing priorities, and meeting deadlines
• Proficiency in Microsoft Office softwares and ability to learn other software including intranet application and Sharepoint.
• Excellent written and oral communication skills in English, French and Creole
• Demonstrated ability to take initiative
• Must demonstrate exemplary behavior that reflects the Agency’s values and mission
• Attention to detail and strong follow-through and ability to follow established processes accurately
• Ability to work independently and within a team environment
• Flexible, patient and strong interpersonal skills consistent with delivery of exceptional customer service
• Ability and willingness to be cross-trained
• Willingness to travel to the field about 25% of time
• Ability to handle sensitive information with high confidentiality and discretion .
