Introduction
The Field Office Programs and Operations Director shares in the overall responsibility for the management and coordination of long term development programs as well as the emergency response programme in the South and Grand Anse. The post holder may also assist in the design of emergency preparedness procedures and takes the lead on the implementation of all Save the Children development and emergency programmes.
Save the Children is implementing long term education programming in the South and Grand Anse regions of Haiti. This role will lead program implementation of an education programme funded by the Norwegian Ministry of Foreign Affairs (NMFA), which supports the access to quality basic education for vulnerable children in the South and Grand Anse Departments of Haiti.
Save the Children is also responding to Hurricane Matthew emergency with an integrated approach which includes water and sanitation, shelter, Child Protection, Education, Health and Nutrition.
The Field Office Programs and Operations Director will provide overall strategic and operational leadership to Save the Children programs, with responsibility for delivery of high quality programming, developing clear strategic and operational plans, increasing SC visibility, forging strong partnerships with and between consortium members, local government structures, CBOs, the United Nations, National Government and other NGOs working in the area. The Field Office Programs and Operations Director will ensure that results based reporting and other deliverables meet SCI standards.
Fonctions
As a member of the Extended Senior Management Team, contribute to:
• Leadership of SCI Haiti, and in particular the South/Grand Anse Field Office
• Support the development of an organisational culture of quality that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up SCI staff to deliver outstanding results for children and excellent customer service for our Members and donors
• Help establish, maintain, and improve active and regular working relationships with key child rights actors such as: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs, local and international media outlets
• Support the Haiti Country Office to reach Save the Children Quality Framework Minimum Standards by applying such standards at the South/Grand Anse Field Office
• Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Country and Regional Office
Strategic Planning
• Provide overall strategic and operational leadership to the Field Office
• Contribute to SCI Haiti Country Strategic Plan. Country Annual Plans, Country Annual Reports, Child Rights Situational Analysis, Partnering Strategy, National Advocacy and Comms Strategy and other key strategic planning documents as required
• Contribute to SCI Operational Systems Strengthening, Child Participation Mainstreaming, MEAL Approach and other transversal programme quality improvement initiatives as required
• Inspire, lead and motivate partners to deliver on programme objectives and build a shared culture of accountability
• Ensure strong internal communications with team members and consortium partners.
• Ensure clear processes in place for tracking and reporting on progress against deliverables, working with Monitoring, Evaluation, Accountability and Learning (MEAL) staff
• Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Director of Programmes
Coordination, advocacy and representation
• Lead external representation of SCI in the Sud and Grand Anse with all relevant donors and the Haitian Government
• Ensure active coordination with donors and at national and field levels
• Represent SCI I coordination forums for education, child protection, climate change, DRR and other relevant sectors; building linkages with other sectors where feasible and appropriate
• Identify key opportunities and events for Save the Children Haiti to position itself as the leading organisation for children’s issues in Haiti
Programme delivery and technical harmonisation
• Lead operational planning for the delivery of activities across programs, seeking to ensure harmonisation in approach where this achieves operational efficiencies
• Support the Haiti Country Office to put in place a first class, multi-sectoral and dual mandate child rights program in the South and Grand Anse, reflecting all priority technical and sector aspects of the Save the Children global strategy
• With the Deputy Director for Programmes, ensure the design and development of child rights focused emergency and development programs of a high quality that contribute to the Country Office’s strategies and plans, informed by child participation where possible
• Ensure managerial oversight to the achievement of technical harmonisation in programme approaches for targeting, data management and monitoring
• Conduct internal planning and progress review meetings and ensure regular progress monitoring is taking place at different levels
• Oversee knowledge sharing and ensure that monitoring and evaluation results are understood and used to improve programme implementation
• Maintain clear overview of technical assistance requirements and ensure appropriate levels of technical support are provided
• Ensure that programs are appropriately staffed across Save the Children, including the appropriate combination of expertise across technical and operational areas.
• Manage relationship with any contracted service providers and ensure KPIs are regularly monitored and reviewed through agreed performance management structure
• Conduct regular field monitoring of activities, maintain a continuous presence in the field and ensure child rights programs are implemented in responsive ways to communities and children in line with quality framework, Save the Children principles, values, compliance procedures and strategic plans.
Budget management and compliance
• Ensure that all FO based projects progress in accordance with donors and Save the Children compliance requirements, within time and on budget.
• Oversee program and projects’ budgets, ensuring that expenditures are in line with agreed budgets. Budget holding responsibilities to be determined in line with Save the Children scheme of delegation.
• Monitor expenditure, forecasting and financial performance.
• Ensure timely preparation and submission of reports to donors, ensuring full review by internal stakeholders and partners as required.
• Identify and effectively manage all key risks related to the programme, in particular ensuring that anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of project outcomes.
Line & Partner management
• To directly line manage the FO operations team and any short term technical consultants where required, and to provide managerial oversight to partners and counterparts
• Develop a coherent organizational structure for the Field Office in line with scale up and scale down plans according to programme needs and funding opportunities
• Ensure that the Field Office engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building, advocacy and organisational strengthening in line with SCI Partnering Principles
Emergency Response Management
• In coordination with the Country Director and Deputy Director for Programmes, maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system
General
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures
Qualifications Requises
QUALIFICATIONS AND EXPERIENCE
Essential:
• At least 5 years of senior management experience in an NGO environment, with experience managing child rights based education, protection, resilience, DRR, livelihoods or other development programming
• Post-graduate degree in education, development or other relevant social sciences.
• Proven ability to manage cross-sector programmes, with extensive experience managing multi-agency programmes
• Ability to represent the programme at a strategic level and engage and influence key stakeholders at regional and national level
• Demonstrated experience of working with national level government structures
• Self-motivated and results oriented
• Highly numerically articulate with a track record of data manipulation and reporting systems
• Experience in management of finance and budget monitoring and risk management
• Proven ability to motivate and develop others
• Highly diplomatic with excellent political awareness and understanding
• Strong oral and written communication skills in French, English and Creole
• Experience of building, leading and developing a team of staff with different backgrounds and expertise
• Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
• Commitment to and understanding of Save the Children’s aims, values and principles
Desirable:
• Prior experience of designing and/or delivering large scale (in excess of USD5m) programmes
• Previous work experience in the South/Grand Anse region
• Previous work experience in emergency response

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
