Introduction

Catholic Relief Services, an international non-governmental agency specializing in relief and community development, is seeking highly qualified individuals to fill an opening with AIDS Relief, a dynamic HIV/AIDS treatment program. Catholic Relief Services (CRS) is leading the implementation of the AIDSRelief project in Haiti in partnership with Futures Group (FG), the Institute of Human Virology (IHV) and Catholic Medical Mission Board (CMMB). AIDS Relief is funded through the US Government’s President Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC) and Health Resources and Services Administration (HRSA). The AIDS Relief program is a multi-year, multi-million dollar project that delivered high quality, durable anti-retroviral therapy (ART) during the first five years of the program. Now AIDSRelief Haiti is implementing a three-year sustainability plan which involves transfer of key program responsibilities to local organizations in Haiti. The first year of the implementation is finishing in February 2010.

AIDSRelief Haiti is looking for a Transition & Sustainability Coordinator. This position focuses on two major areas of attention: Health System Strengthening and Transition Facilitation. The Health System Strengthening and Transition Facilitation is being implemented by the Coordinator under the supervision of the Chief of Party, to whom this position will report.


Fonctions

Primary Function:
The Transition & Sustainability Coordinator will provide leadership and direction for comprehensive integration of fiscal management and strategic vision for cost-effective, sustainable quality care and treatment within local health institutions. She/he will provide technical support and implementation with emphasis on strategic objectives, program quality, cost efficiency and capacity building towards sustainability. Responsibilities include preparing the local organization to transition to for: timely collection and analysis of demographic and financial information to implement and monitor fiscal systems related to delivery of patient care; assistance in developing institutional budgets for operating and capital expenditures; working with key hospital staff to provide direction, organization and financial profitability to the institution; developing administrative/financial management trainings; assist in the development of institutional procedure manuals and guidelines for improved systems managements at the partner level; review and improve systems to track overall institutional performance in service delivery, cost recovery and patient satisfaction; assist in the enactment of development of faith-based community-based network for sustainable local management of resources for HIV-AIDS programming and community-based leadership.

For Transition Facilitation, the Transition & Sustainability Coordinator will be responsible for leading the transition planning process with CRS, Consortium Members and LPTFs in coordination with the Government of Haiti, USG Haiti, and national faith-based umbrella organizations. The manager will take the lead on all aspects of the implementation of the sustainability work plan with “core business” being the transition of the management of the AIDSRelief Haiti Program to an existing or new organizational structure. As a coordinator, the selected candidate will assist the AIDSRelief Haiti Chief of Party lead the program toward sustainability and to coordinate within a consortium management structure. The coordinator will coordinate the work of the whole Haiti team particularly the areas that require specific technical expertise. The coordinator will crystallize the relation with the University of Notre Dame.

Key Working Relationships: AIDSRelief Consortium Member, St. Boniface NGO, St. Boniface Foundation, University of Notre Dame Haiti, CRS Program staff and Administration, partner networks, donors and other by stakeholders, USG Team (CDC-USAID), Ministry of Health, The Haitian Catholic Church, Diocesan Caritas Offices

Specific Responsibilities:

Health System Strengthening
1. Support strategic planning development and implementation with local health institutions focused on realistic goals, timeframe and effective planning for the service delivery, capital management, space and infrastructure challenges, financial diversification, balanced resource distribution and utilization, grants and contracts administration, etc.

2. Provide guidance in coordination, integration, and management of institutional resources and processes to establish performance standards, quality control and program evaluation.

3. Provide onsite mentoring in preparation and development of institutional operational and capital budgets with solid fiscal, operational and strategic basis.

4. Assist in reinforcement of administrative management structures tracking workload, staff productivity, client access, performance measures and other quality indicators.

5. Design methods to systematically measure, evaluate, and improve clinical processes and outcomes, business results, reconciliation of patient and other stakeholder needs/expectations, internal and external customer satisfaction, and supplier effectiveness

6. Reviews, analyzes and summarizes financial, statistical and program data reports and patterns to identify opportunities for improvement and/or expansion.

7. Provide technical assistance to local partner networks in building a high quality, service-oriented team of personnel through recruitment, skill-based training, performance monitoring, continuous improvement and succession.

8. Organize leadership management trainings for key partner staff emphasizing integration of institutional services and supportive administrative and financial structures.

9. Actively coalesce local partner networks into a strong faith-based leadership network to effectively advocate, manage and distribute resources for HIV-AIDS service programming.

10. Participates in Quality Assurance/Utilization Reviews by conducting quarterly review meetings sharing performance feedback with local partner networks.

11. Assist in identification and response to fundraising opportunities through proposal writing, compiling grant applications, organizing site visits and participation in meetings with prospective funders and other committees as necessary.

12. Contributes best practices in communications process and tools within complex health institutions that are flexible, adaptable and interactive in solidifying institutional integration of services, compliance mechanisms and education/training needs.

13. Ensure complete and accurate diagnostic and procedural coded data to support performance management, outcomes and statistical analysis, financial and strategic planning, reimbursement and quality of care.

14. Actively participate in program meetings as appropriate to effectively plan and collectively coordinate the financial and programmatic activities in conjunction with partner capacity building initiatives.

15. Participate in planning and implementation of institutional capacity assessment and periodic review of potential new partner organizations.

16. Engage in close collaboration with the Deputy Chief of Party, Finance and Deputy Chief of Party, Programs, IHV, and local health institutions, as needed.

17. Identify gaps in the health system strengthening planning and develop strategies to address them.


Transition
1. Assist the Transition Committee to implement the three-year sustainability and transition plan for the extension period.

2. Coordinate the AIDS Relief Transition Team to ensure all aspects of the program are transferred and all Consortium Members are involved.

3. Develop a brief paper that will lay out the overall strategic approach for transfer of the care and treatment approach to the St. Boniface NGO.

4. Coordinate with the AIDS Relief Haiti and experts from other AIDSRelief country programs to develop performance indicators and self-assessment tools to measure impact of training and mentorship at LPTF level in the variety of technical and programmatic areas in order to track progress of LPTFs toward sustain phase.

5. Play the key role in the facilitation of the transfer of management of the AIDSRelief approach to care and treatment to the St. Boniface NGO. Develop the annual plan for St. Boniface NGO.

6. Strengthen the faith based organizations – AIDSRelief partnership and coordinate strengthening the institutional capacities needed by the indigenous organizations to provide essential national level support to the LPTFs.

7. Facilitate the transfer of technical, managerial and financial skills to the Transition Committee and the St. Boniface NGO.

8. Develop the new St. Boniface NGO’s ability to professionally compete for donor funding.

9. Establish communication and coordination with other AIDSRelief countries with regards to sustainability planning, sharing of tools, and lessons learned.

10. Liaise with University of Notre Dame Haiti to ensure future collaboration for clinical assistance in the program.

11. Organize the baseline of current status of LPTF capacity relative to the sustain phase.



Representation
1. In collaboration with program leadership, engage in representation to USG (US Government), Ministry of Health, HIV/AIDS and community health partners and other PEPFAR Haiti networks.

2. Develop hospital and community partnerships to successfully facilitate collaboration, new patient referrals and access to community-based services for PLWHIV.


Supervision
1. Supervise Health Strengthening Systems Mgr. and maybe an additional program staff person.
2. Oversight for annual performance plans and quarterly/monthly work plans.
3. Provide ongoing guidance and management support.
4. Conduct annual evaluations and ensure that staff receive appropriate training in development of management approaches in compliance with institutional principles.


Qualifications Requises



1. Master of Business Administration (MBA) and/or Master in Health Services/Hospital Administration (MHA), Medical Degree. MPH and licensed clinical degree, a plus.

2. Significant experience (5-10 years) in operating health care facility with clinical management and coordination, supervisory and administrative duties.

3. Significant experience working in a consortium structure.

4. Experience in application of business principles to clinical practice.

5. Ability to translate strategic vision and goals into specific projects.

6. Experience in development of institutional management and data collection systems to define cost centers, ensure successful reimbursement and stimulate revenue growth.

7. Previous experience with Ryan White Care program, Federally Qualified Health Center or PEPFAR program, a plus

8. Strong fiscal, administrative and contract management experience including the review, analysis and approval of workplans, budgets, and budget justifications.

9. Knowledge of registration processes (HIM systems preferred) and healthcare collections laws/regulations.

10. Experience with Electronic Health Record (HER) Systems, preferred.

11. Evaluation and data collection skills, including experience designing and conducting needs assessments and managing key informant interviews and focus groups.

12. Excellent communication and writing skills in French and English; Haitian Creole, a plus.

13. Excellent skills in assessment, analysis and information synthesis to effectively produce written summary narrative reports.

14. Computer literate in Microsoft Word, Excel and PowerPoint.

15. Experience with major financial management software, e.g., Quickbooks, ACCPAC, Sun Systems, etc.

16. Flexibility and capacity to work under pressure in fast-paced, security-challenged environment.

17. Demonstrated self-motivated and leadership skills.

18. Willingness and ability to travel extensively in Haiti (up to 40%) of the time.
