Introduction

Concern Worldwide will be implementing a new 5-year Irish Aid Funded Programme (IAPF) focusing on urban programming. Concern Worldwide has been implementing innovative urban programmes which tackle issues relating to social and economic improvement in impoverished urban areas. Previous urban programmes have included Peacebuilding 2009-2012, Return to Neighbourhood Programs and Grande Ravine Community Integration and Restructuring. The key focus of the IAPF programme will be to build on lessons learnt and support in the establishment of resilient communities through conflict management, community participation and building capacity of communities to respond to their own reality. In addition, the creation of livelihood opportunities, innovations into waste management, promoting equality between men and women and strengthening governance and social cohesion at the local level will be central tenets of the programme.
To lead on the implementation of technical components of the IAPF programme in compliance with donor and Concern programme quality standards whilst ensuring programme outcomes in relation to livelihoods are being delivered.
To ensure livelihoods activities are implemented in line with the timeframe of the programme implementation plan.


Fonctions

The Livelihoods Senior Project Officer will be responsible for:

1. Planning and implementation – 25%
• Work collaboratively with the M&E Manager in developing the livelihoods monitoring and evaluation tools or metrics
• Understand all programme documents ( logical framework, programme annual plan, budget) and develop weekly and monthly programme activity plans in line with the overall programme plan
• Liaise with other managers and project officers to ensure cross-cutting issues are mainstreamed into the livelihoods activities and support the overall goals of the IAPF programme objectives
• Support the IAPF Urban Programme Manager in the development of Terms of Reference for research/consultancy services
• Monitor the implementation of project activities on a weekly/monthly basis and in close collaboration with the M&E Manager
• Support programme reviews and learning processes

2. Community links/liaison – 10%
• Support the mapping of stakeholder groups/individuals
• Communicate with and coordinate the activities of the Community Representatives/Community Liaison based on weekly and monthly activity plans
• Communicate and liaise with formal structures – mayor’s office, MARNDR, Chambre des Commerces et de l’Industrie, etc.
• Support the identification of target programme participants (livelihoods) – support the identification of targeting criteria using the programme guide

3. Lead on the implementation of specific IAPF programme components - Livelihoods – 35%
• Undertake market assessments to identify key income generation sectors and opportunities. This includes on-going market assessments, vocational skills needs assessments, feasibility studies, etc… to support the development of the Income Generation strategy in Cite Soleil and update the strategy if necessary
• Support the development, management and oversee the Livelihood’s Income Generation strategy operating plans in coordination with IAFP senior management
• Identification of training offered by key services providers per vocational skills track (at least 3 per track)
• Oversee vocational skills training and ensure that it is aligned with market-driven employment and self-employment opportunities vis-a-vis Income Generation strategic goals
• Oversee and manage vocational skills, literacy, life skills trainers; work with vocational trainers to help them create annual training plans with standardized curricula and training outcomes
• Identify, develop and expand relationships with key market partners (market linkages: Private and Educational Sector) relevant to programme graduate products and services
• Work with local businesses to create internship and apprentice opportunities for programme participants and graduates
• Undertake a development plan for the rehabilitation and improvement of infrastructure and revitalization of the local economy
• Develop business plans for all program participants and document learning for future programming
• Monitor and support training of programme participants (vocational skills, literacy, life skills) activities with a focus on quality control and impact

4. Resource Management: Programme Management Support – 10%
• Understanding of budget allocations and ensure budgets are spent to purchase and deliver high-quality outcomes
• Drafting and submission of purchase requests to Logistics
• Monitoring disbursements requests to Finance
• Plan logistics needs (transportation, equipment, input purchases, etc.) in collaboration with the Urban Programme Manager, in accordance with Concern’s internal guidelines
• Ensure the proper management of the tools and equipment used by the project
• Respect the administrative and logistical procedures of Concern and the donor

5. Reporting, Monitoring & Evaluation of the Project – 15%
• Work collaboratively with the M&E Manager and the M&E officer in developing the Livelihood monitoring and evaluation tools or metrics
• Support the involvement of programme participants in research, programme activities and monitoring and evaluation
• Participate in the collection of baseline data for the project, plan and conduct field surveys
• Supervise activities to monitor and evaluate activities, achievements and impact;
• Propose formats for tracking data collection, collect and analyze regularly the information gathered
• Produce monthly reports on the implementation and monitoring of project activities
• Provide monthly visits to vulnerable families to report on the impact of the project on their standard of living
Conduct any other tasks in relation to capturing and reporting data linked to the planned programme activities

6. Core Humanitarian Standards – 5%
• Support the IAPF Urban Programme Manager with the implementation of a complaints and response mechanism (CRM)
• Communicate programme activities to project stakeholders
• Report any violations of Concern policies to the Programme Manager
Reports to IAPF Urban Programme Manager
Manages Line management responsibilities: 2 Livelihoods Field Agents at the beginning of the programme, but this may evolve according to the needs of the programme
Links with Other managers and officer of the IAPF programme, Programme Administration Assistant, technical staff from other agencies and local government
Key relations Other programme staff, beneficiaries, local CBOs, community stakeholders


Qualifications Requises

1. Qualifications and experience
• Post-graduate degree in, economical studies, market trade studies or agriculture

2. Technical Competencies and Experience
• A minimum of five years’ experience working in an NGO or similar organization
• At least three years of community development work experience
• Experience in project implementation with partners
• Experience working with local authorities
• Professional experience in documentation and dissemination of lessons learnt and best practices
• Communication and writing skills in French and Creole written and spoken. English is an asset (Most of the programme documents are in English)
• Proficiency in planning, monitoring and evaluation techniques
• Excellent report writing capacity
