Introduction

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

For more than ten years, the Government of Haiti (GOH) through the Ministry of Health and Population (MSPP) and partners have envisioned to transform the multiple partner-managed supply networks system to a planned integrated national health supply system (SNADI) for reliable and cost-effective distribution of quality affordable medicines responding to the needs of Haitian communities in urban and rural areas. Unfortunately, progress has been limited in the face of natural, political, social, and economic crises. GHSC – PSM will work closely with the MSPP to contribute to the 2016-2020 SNADI transition plan. USAID through GHSC-PSM will sign a Memorandum of Understanding (MOU) with MSPP defining clear areas of this engagement/partnership and the expected results. To that end, the GHSC-PSM project in Haiti is seeking a Health System Strengthening (HSS) Advisor who will lead GHSC-PSM technical activities supporting the development of one unified national supply chain system as mentioned in the MOU between USAID and MSPP, as well as relevant activities detailed in the GHSC-PSM workplan.


Fonctions

The HSS Advisor will coordinate the project’s technical assistance activities by collaborating with all the relevant units or directorates at the MSPP, as well as GHSC-PSM Haiti’s team members to ensure that planned activities are effectively implemented and expected results are achieved in a timely manner. The HSS Advisor will play a key role in the developing MSPP’s capacity to implement supply chain operations, monitor information systems, evaluate processes and coordinate logistics partners. S/he will work closely with embedded staff in MSPP departments and directorates supported by GHSC-PSM. Finally, to ensure SNADI’s sustainability, s/he will assist MSPP in advocating for creating a budget line item for the SNADI in the public national budget.

Specific responsibilities. - The HSS Advisor, in collaboration with relevant MSPP directorates (General Director, DPMMT, DPSPE, DSF, LNSP, DDS) or units (PNLS, UADS) supported by GHSC-PSM and its program managers, will:
• Support creation, training, and mentorship of SNADI Coordination Unit.
• Work closely with MSPP/DPMMT to train and coach the coordination members at the central departmental level in logistic supply chain management and contract management.
• Ensure that MSPP/DPM elaborates national standard operating procedures (SOPs) for pharmaceuticals logistic management, including data collection, as well as ensure orientation of staff involved and their application.
• Serve as a member of the Logistic Technical Committee at the central level, representing GHSC-PSM.
• Assist MSPP in their advocacy to create an account at PROMESS for MSPP departments, enabling them to order essential drugs medicines directly from PROMESS to be delivered at CDAIs.
• Work with MSPP to estimate the operational budget needed to coordinate and run distribution activities from PROMESS to CDAIs.
• Support MSPP in coordinating SNADI distributions from PROMESS to the CDAIs.
• Support logistic coordination through regular meetings between MSPP directorates, stakeholders and clients.
• Assist MSPP/DPMMT in designing and standardizing an enhanced LMIS for the SNADI.
• Assist MSPP/DPMMT in developing an M&E plan for the SNADI.
• Work with UEP and DPM to harmonize data collection tools and support their implementation
• Assist MSPP in the elaboration of the country requirements to guide the selection of an electronic Logistics Management Information System (e-LMIS) tool for the SNADI.
• Support MSPP/DPMMT in the development of the national SOPs manual for the SNADI, respecting global commodity quality assurance norms.
• Assist DPMMT and logistic regional team in ensuring that inventory management is implemented at the regional level.
• Ensure that GHSC-PSM supports DPMMT with the registration of drugs, starting with those from GHSC-PSM
• Evaluate, in collaboration of DPM and PNLS, the storage capacity of PEPFAR sites to support the MMS strategy and produce recommendations to strengthen warehouse and integrated institutional pharmacies at sites.
• Within the limits of the project’s mandate, ensure that GHSC-PSM supports some recommendations to strengthen and integrate institutional pharmacy management at some sites as the evaluations progress (starting with those in the North and South departments)
• Support MSPP/DSF in creating a Contraceptive Security Committee in Haiti, along with regular meetings organized with USAID and stakeholders (Social Marketing, commercial private, UNFPA).
• Assist MSPP (UCP, PNLS, DPMMT) in organizing regular meetings with stakeholders and PEPFAR Network Logistics Advisors to present the evolution of performance indicators for decision making.
• Work with all relevant PSM staff and MOH Directorates to facilitate the implementation of Technical Assistance plan to Health System Strengthening.


Qualifications Requises

• Post graduate qualifications in public health and health management.
• Significant experience working with government in the health sector in resource poor settings (at least 5 years) including an understanding of and experience in broader health systems policy and strengthening. A background in health information system, HIV and family planning would be a plus.
• Demonstrated expertise in impact and process evaluations of health system interventions or health development activities.
• Ability to provide effective, high quality policy and technical input to program design/management, program quality and performance assessment processes.
• Strong analytical skills, sound judgment and the capacity to think strategically, including ability to produce high quality policy materials and advice for development implementation.
• Strong representational and interpersonal skills, including a demonstrated ability to engage at a senior government level, establish and maintain networks, provide advice and communicate effectively on sensitive issues with a culturally and professionally diverse range of stakeholders.
• The ability to work effectively as part of a global organization and as a team.
• Proficiency in common computer packages (e.g., Word, Excel) relevant to the work.
• Experience in working with USAID-funded projects is desirable
• Ability to travel up to 25% in-country to support technical activities.
• Excellent written and verbal communication skills in English and French. Haitian Creole would be a strong asset.
