Introduction

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

Position Purpose:
The Service Delivery Officer will ensure the timely replenishment of the health facilities supported by the US Government for HIV/AIDS and Family Planning (FP) commodities and will ensure the proper management of these health commodities at the health facility level. S/He will work closely with the SDS Manager, the Supply Chain Monitors, the PSM customer service agent and the PEPFAR Network Logistics Advisors. The Service Delivery Officer is responsible for providing capacity building at health facilities during on-site Data Validation exercise and conjoint visits with PNLAs on managing supplies, testing and laboratory equipment, PF commodities in health care facilities supported by the US Government in Haiti. The Service Delivery Officer ensures the application of best practices in inventory management and their uses according to standard PSM Project regulations. S/He validates commodities requisitions to replenish health institutions. S/He is responsible to manage all the required follow-up related to the health facilities in close collaboration with the customer service agent. S/He will supervise some activities of the Supply Chain Monitors and share information with her/his Supervisor for decision making. S/He must maintain constant contact with health facilities for continuous availability in HIV/AIDS and Family Planning products.


Fonctions

Specific tasks to be completed under this SOW are as follows:
• In collaboration with the PEPFAR Networks Logistics Advisors, ensure compliance at health facilities level with PSM standard rules to guarantee that drugs, tests, laboratory equipment and other health products are stored, handled and inventoried to avoid waste and theft and ensure product quality;
• Conduct On-sites Data Validation for the continuous updating of the database with the M & E officers and on the job training required in stock management, including the proper use of inventory management tools to health facilities personnel when necessary;
• Identify issues and make documented recommendations that will be shared with the networks;
• Manage all HT-Assistance follow ups in collaboration with Customer Service Agent and the Supply Chain Monitors;
• Review the inventory records at the site and ensure that information is accurate and current during data validation exercise;
• Collect data on equipment operation status (thermometers, laboratory etc.) in sites;
• Validates requisitions for HIV products, as part of regular replenishment of health institutions;
• Ensure that the products are available at the sites anytime, contribute if necessary to the on time distribution of health products and participate in the updating of the distribution plan;
• Produce reports of data validation visits on time and documented issue recommendations;
• Ensure compliance with GHSC-PSM values, administrative and financial standards;
• Represents the SDS unit to various meetings as request;
• Help the Manager in the coordination of the activities and follow-up with Supply Chain Monitors;
• Lead the Supply Coordination Meetings when needed;
• Work with the Supervisor to provide an outstanding work;
• Be proactive in identifying problems, finding appropriate solutions and recommendations. And consult in a timely manner with supervisor if necessary to obtain assistance in resolving problems at the site level.
• Perform any other duties required by the Supervisor;


Qualifications Requises

• Qualified pharmacist (diploma & license) or knowledge amount in a related domain and equivalent relevant experience in the domain;
• Have 2-3 years of accumulated proven work experience in logistics of commodities or other sectors related to health care;
• Demonstrate expertise in inventory management of drugs and laboratory equipment in health institutions;
• Knowledge of Microsoft Office including Word, Excel, Power Point;
• Ability to work under pressure and without close supervision;
• Ability to work in a team and possess interpersonal communication capabilities;
• Willingness to travel across the country up to 50% of the time;
• Fluent in Creole and French, good knowledge in English;
• Demonstrated ability and willingness to take initiative and be flexible in terms of changing priorities and deadlines.
