Introduction
OHMaSS is seeking a IGNITE Field Coordinator to manage the Youth Engagement component and ensure all activities planned and executed according to the goals and LOG frame of the IGNITE project. The newly appointed Field Coordinator will be responsible to achieve volume sales of the modern Family Planning methods - contraceptive products on the Port au Prince market.
ABOUT OHMaSS:
The “Organisation Haïtienne de Marketing Social pour la Santé , OHMASS (PSI/Haiti is a local non-Governmental Organization with his headquarters in Washington, D.C. has been active in Haiti since 1989 and engaged in Communication and Social marketing of health products and services for the prevention of HIV/AIDS, Tuberculosis, Malaria, Family Planning, Child Survival and other diseases funded by Global Funds, CDC, KFW, as well by the USAID. Working with the private and public sectors, OHMaSS use social marketing to improve access to health-related information and essential health products and services to motivate the adoption of healthy behaviors.
IGNITE project :
The problem: Young women ages 15-24 in Haiti have one of the highest rates of unmet need for family planning in the world. Unlike most other countries in the region, the proportion of unmarried, sexually active young women not using modern contraception in Haiti has increased. With highly restrictive abortion laws, girls and young women who wish to terminate a pregnancy must resort to clandestine and often unsafe abortion through drugs, potions, and procedures provided in unregulated, substandard outlets. While post-abortion care is legal, girls may be unaware of danger signs and available resources, or unable to access them in a timely manner. An estimated one third of maternal mortality is abortion-related, significantly contributing to Haiti’s rank of second-highest maternal mortality ratio in the world outside of sub-Saharan Africa.
PSI’s Strategic Partnership with the Dutch Ministry of Foreign Affairs in the field of Sexual Reproductive Health and Rights (SRHR) aims to implement two innovative models to tackle youth and adolescents (15-24 years old) sexual and reproductive health issues (2016-2020).
1.A market development approach to address market failures by implementing user-centered design inspired techniques. This consists of developing ‘prototypes’ to test improvements in Family Planning (FP) product and service delivery, and making adjustments to these prototypes before bringing them to the market. Such ‘trial and error’ approach will help retain the solutions that have a real breakthrough potential. Once on the market, solutions will constantly be fine-tuned using monitoring data.
2.The development of an ecosystem approach Implemented by Triggerise to improve linkages between different market actors; youth, providers and micro-entrepreneurs. This approach will create an ecosystem in which young people (15-24 years old) will connect more easily with providers by promoting desirable products and services that we value the ecosystem. Once the ecosystem will reach a critical mass (enough market players are enrolled into the system), it will become attractive for other organizations to join, which will provide the target group a comprehensive network of integrated service delivery points.
Youth engagement Strategy
Youth engagement is a central principle of youth development. According to the ecological perspective of human development, young people are agents of their own development. Youth are actively involved in shaping their development by interacting with the people and opportunities made available within their environments. Through youth engagement, communities can do a better job of creating the services, opportunities, and supports that young people need to develop in healthy ways. Youth engagement offers community leaders the expertise and partnership of young people, helping adults fully understand what it is like to grow up in a rapidly changing world. From a political point of view, youth engagement is important because young people deserve the right to represent their own interests. Developing a framework for insuring youth participation and engagement in this project is thus key to its success and achievement of the desired outputs and long-term outcomes.
Fonctions
Staff Management and Development
• Recruit and train youth engagement officers.
• Conduct and document team meetings according to monthly work plans
• Conduct weekly meetings with line manager
• Ensure that all staff are motivated, accountable and properly trained
• Identify development needs within the team members and mentor them
• Ensure that staff input is provided to departments and line managers accurately and timely
• Ensure that all OHMaSS policies and procedures are adhered during program implementation
• Ensure that all company vehicles and assets are used in accordance with policy and are not abused
• Address any disciplinary issues to line manager and take action when necessary
• Conduct quarterly performance reviews for staff
Youth Engagement management:
• Plan and execute youth activities and intervention and IPS sessions
• Explore and map the points of intervention and service distribution according to the needs in the Port au Prince metropolitan.
• Develop and introduce the intervention manual for IPS ( Interpersonal Communication) sessions with youth and train the team accordingly, insuring youth development approach and ethics.
• Develop and implement FP materials educational materials.
• Develop and execute “ Lavi’u ambassadors” concept and program. “Lavi’u Ambassadors” are service consumers among youth female (16 – 24) that will recruit more clients by advocating for the services of Family Planning. The goal is to recruit up to 1000 ambassadors at the first year.
• Ensure quality youth-friendly services of FP consultancy and methods providers by working with the service suppliers.
• Develop and implement youth outreach activities and events calendar.
Pop Up Clinic:
• Train and supervise the youth outreach activities of the pop up clinic, insuring youth friendly approach, ambiance and services.
• Identify and map the needs in different neighborhoods for mobile service.
• Work and engage the local leaders towards the pop up clinic intervention.
Advocacy:
• Initiate and participate in the relevant forums, advocating for the modern family planning methods.
• Develop and manage a network with the relevant institutions: schools, centers, and clinics.
• Share with the professional network the education materials.

Triggerise
• Implement the system of triggerise as a marketing tool promoting the modern Family Planning methods.
• Train and supervise the filed team on the triggerise use.
• Communicate systemic issues and feedback with the line management via report
Relationship Management
• Adopt a coaching approach to understand the needs within the organization, and provide the required expertise and support to required to meet Marketing and Programmatic objectives.
• Work closely with the M&E department to develop M&E solution, systems and processes for course correction and decision-making.
• Maintain productive collaboration with all SFH departments.
• Attend management meetings as required.
• Develop and maintain strong relationship with key customers. Organize “in-touch” meetings with customers to share the strategy and the merchandising efforts with them.
• Where required, represent SFH externally with relevant stakeholders on all aspects related to sales operations: external stakeholders including donors; partners; local governments, etc.
Reporting
• Submit weekly/ monthly reports to line manager
• Develop and agree annual objectives with line manager
Qualifications Requises
The selected candidate will have the relevant skills listed below. However, it is anticipated that candidates will have the capacity to be trained in OHMaSS categories if they do not already have the required knowledge.
• University degree in a field relevant to the project such as Social Services, Sociology or Anthropology
• At least five years of professional experience in the health, psychosocial programs for youth.
• Availability to work in “hot” neighborhoods of PAP, sometimes beyond the office hours.
KNOWLEDGE
• Demonstrated experience in community mobilization and team management.
• Demonstrated experience in working independently as well as the building, managing and motivating teams;
• Experience in group facilitation.
• HIV and Reproductive Health knowledge is preferred (focus on male condoms and female contraceptives)
