Introduction

Job Background/Summary:
On October 4, 2016 Hurricane Matthew, a category 4 storm, passed directly through the southwestern peninsula of Haiti, destroying homes, infrastructure, farmland and businesses in addition to displacing families. CRS has launched a response program to provide emergency assistance to the most affected families and to support their recovery from the damages.

The Shelter DRR project is directed at the families living in the commune of Chambellan on the southwestern section of the department of Grand Anse. Initial assessments of this area indicate that approximately 90% of the homes were damaged. The S2S project provides material input, training, and technical assistance to the families in the commune who have suffered severe damage.


Fonctions

PRIMARY RESPONSABILITIES:

The Program Manager provides project management to guarantee the coordination, implementation, monitoring and reporting of the Shelter DRR project. He (She) also ensures the administrative and financial follow-up of this project to ensure strong budget management and controls. The PM will supervise the field team including the Technical Engineers and Training Manager.

SUMMARY OF RESPONSIBILITIES BY PROJECT SECTORS:

1. Project Management and Implementation
• Oversee Shelter DRR programming, including technical, social, and training components.
• Create and maintain Detailed Implementation Plan (DIP) in accordance with the agreed shelter strategy to assure highest outcomes for every activity.
• Manage field staff, and collaborate with partners and communities, in implementing projects.
• Supervise project activities, coach staff to promote teamwork and develop staff competency.
• Ensure that documents and procedures are produced and maintained to provide the required level of internal program and financial control
• Participate in the procurement and logistics process for materials and equipment required
• Ensure compliance with quality, safety, and environmental standards for all projects, in keeping with internationally agreed best practices or as otherwise outlined in agency guidelines
• Participate in CRS meetings and workshops on strategic planning, shelter programming, and agency-wide initiatives as requested by supervisor;

2. Monitoring and Evaluation
• Monitor project development; identify deviation from approved project plans and implement corrective measures when necessary to ensure that the partners meet the project objectives.
• Monitor projects through on-site visits to assess and validate the implementation of the approved project plan, conduct financial review and identify possible problem areas and implement solutions.

3. Communication/Collaboration:
• Ensure transparent and proactive communication with project participants as well as community leaders. Ensure their strong involvement in all steps of the project.
• Support Shelter Program Manager in maintaining an open and continuous relationship with the donor.
• Ensure that all CRS staff of the project are proactively involved in the project to ensure the attainment of results.
• Prepare program activity report on a regular basis.
• Prepare required reports for submission to the donor on the required frequency.
• Facilitate visits of donors with funding relationships to field sites, as required.

4. Management/Administration/Finance:
• Manages budget to ensure spending is in line with project funds.
• Ensures efficient administrative and financial follow-up. Participates in monthly BCR review and makes budget and activity adjustments as necessary
• Provide, according to the deadlines outlined in donor contracts, all narrative, administrative and or financial reports as well as any other required documents.
• Maintain accurate project record in Gateway and ensure the upload of Key Documents.

PERSONAL/PROFESSIONAL SKILLS:
• Strong ability to work under pressure
• Strong ability to coordinate and motivate effectively as part of a team
• Strong analytical and organizational skills
• Proactivity to think quickly, make efficient decisions and implement strategy and activities with a minimum of support
• Ability to proactively lead a team with a high level of respect and acceptance of dynamics within challenging communities
• Strong communication capacity (negotiation, influence)
• Strong written and spoken communication skills in French and Creole (English highly preferred)
• Experience in project management, including MEAL and donor reporting
• Strong computer skills (MS Word, Excel, Outlook and Power Point), experience applying innovative IT to relief and development work and quick typing.
• Availability to work outside of regular work schedule (before 8am and after 4pm and/or weekend)



Qualifications Requises

QUALIFICATIONS:
• Bachelor’s Degree (Master’s preferred) in Management or related field or equivalent;
• Minimum 5 experience years including at least 2 years as PM working within Community Development. Experience in shelter a plus
• Demonstrated ability to create strong relationship with community and partners
• Demonstrated ability to lead donor relationships
• Demonstrated ability with project management, including budget, monitoring and evaluation, reporting, etc.


Conditions particulières

The retained candidate must be willing to live in Jeremie for the entire period of the contract at his/her own expenses.
