Job Background/Summary:
On October 4, 2016 Hurricane Matthew, a category 4 storm, passed directly through the southwestern peninsula of Haiti, destroying homes, infrastructure, farmland and businesses in addition to displacing families. CRS has launched a response program to provide emergency assistance to the most affected families and to support their recovery from the damages.

PRIMARY RESPONSABILITIES:

The Emergency Community Mobilizer works together with the Emergency CLO, Protection Officer, CFW Coordinator and the project team to develop strong relationships with the institutions, Catholic structures, community leaders and residents in CRS targeted zones. S/he is responsible to ensure good communication between CRS, partners, and beneficiaries. The Emergency Community Mobilizer reinforces the capacity of the community leaders, DPC structures and the partners to facilitate the transfer leadership responsibilities during the life of the project and after the work is completed.

SUMMARY OF RESPONSIBILITIES:

1. Reinforce the good relations between CRS & the community
• Facilitate the involvement of communities in carrying out activities
• Participate in the animation of communication and awareness campaigns
• Facilitate respect for equity and equality between Men and Women in community structures
• Develop approaches and methods to improve the dialogue with and in the community, especially with DPC structures at the communal and sections level
• Participate in all emergency planning and assessment activities
• Seek out pertinent information in the community for the smooth rollout of programs.
• Act as an interface between the project staff and the beneficiaries as needed
• Support the project team in their understanding of partners and community objectives to facilitate their engagement and to improve positive relationships
• Submit regular calendars and activity reports (weekly and monthly) to his/her supervisor

2. Ensure the transparency between CRS & the community through constant communication
• Implement and facilitate regular community meetings with the participation of CCPCs, CLPCs members community leaders and other partners
• Ensure resulting action points are shared with participants in the meeting
• Maintain the information board in the community
• Work with CCPCs and CLPCs members to identify effective approaches to share information broadly
• Create a communication network with DPC structures and the Mayors to facilitate dialogue and to receive feedback
• Support MEAL in sharing evaluation and monitoring data with the community

3. Reinforce the accountability mechanisms and its effectiveness
• Support the “Tande m” telephone line
• Encourage community members to provide feedback and complaints using Tande M and other mechanisms
• Search out opportunities to share information with the community

4. Organize participative activities with the community and the partners.
• Identify opportunities to align project work with community priorities
• Advocate for the program participants
• Advocate for the partners and community structures
• Assist with the implementation of activities which engage the community and mobilize the population.


Qualifications Requises

QUALIFICATIONS:
• Diploma in social sciences (social work, diplomacy, sociology, communication, Human Rights) or other related field.
• Minimum of 2 years experience working in an NGO environment
• Demonstrated ability to create strong relationship with community and partners
• Experience in working with the community and community based organizations demonstrating knowledge of different approaches and techniques to encourage community participation and dialogue
• Knowledge of the communities where CRS is working
• Strong written and oral skills in Creole and French

• Ability to proactively lead a team with a high level of respect and acceptance of dynamics within challenging communities
• Ability to work independently and proactively
• Strong ability to coordinate and motivate effectively as part of a team
• Proactivity to think quickly, make efficient decisions and implement strategy and activities
• Strong communication capacity (negotiation, influence)
• Availability to work outside of regular work schedule (before 8am and after 4pm and/or weekend)
• Strong professional ethics (confidentiality, respect, and dignity)
