Introduction

The Monitoring & Evaluation Senior Advisor provides leadership for the development and implementation of effective strategies for the design and operationalization of a project performance management system to monitor the PMP, he/she produces results analysis, provides feedback to partners, and facilitates decision making. As well as strengthen the capacity of partners in data collection, data processing, data analysis and use of strategic information. He/she ensures the documentation of the project achievements, leads the reporting process, and presents project achievements to USAID, MSPP (Ministry of Health) and other partners in Haiti.

Fonctions

Specific Responsibilities
Project's performance
Monitoring
Analyze the PMP results for performance management;
• Periodically carry out field visits to observe the execution of activities or validate the
reported information
• Ensure the completeness and good quality of data required for performance management
• Periodically evaluate the progress of the project

Reporting
Produce project quarterly, semi-annual and annual reports
• Collect, analyze and develop statistical reports for strategic partnership agreements

Technical Support
Validate performance data of the PMP
• Support the Technical Leads in the implementation of project activities pertaining to M&E
• Provide technical assistance for the analysis of the results and the performance of the
partner institutions supported by the project

Data use and Decision Making
Support the Technical Leads in identifying the problems likely to hamper the performance of the project, and propose alternative solutions.
• Ensure the validation of the reports submitted by the partners for decision-making by
the project direction




• Conduct periodic internal evaluation meetings to analyze / discuss progress and facilitate
decision-making
• Produce quarterly analyzes on the status of interventions in the project action plan.

Supervising
Ensure the supervision of the M&E Specialist’s tasks
• Mentor and support the M&E Specialist for the accomplishment of his/her tasks
• Assist the M&E Specialist in uploading on TraiNet, DATIM and DevResults the project data on a timely manner.

Other
Represents the project and take part to Monitoring and Evaluation discussions at USAID and the National Health Information System Support Committee (CONASIS)
• Coordinate with USAID to update and operationalize the Project Monitoring and Evaluation
Plan;
• Perform, on an ad hoc basis, at the request of the Project Director, any other task
related to his/her competence to solve a specific problem that the project would encounter.


Qualifications Requises

Qualifications and Experience
Master’s degree or equivalent professional degree, such as Master in Public Health, Social Sciences or Health Sciences,
Demography, Statistics or a related field, or equivalent experience in monitoring and evaluation;
• At least 7 years' experience working in the area of health
program monitoring and evaluation.

Knowledge and Skills
• Proficiency in Windows environment (Microsoft Office, Internet Explorer, etc.).
• Sense of organization and confidentiality.
• Ability to work under pressure, with minimal supervision and timeliness.
• Ability to initiate, mobilize and organize teamwork.
• Sense of leadership, ability to make decisions, and teamwork.
• Organizational rigor and team spirit.
• Good communication (spoken and written) in French and English.
• Good knowledge of the Haitian health system and the international cooperation sector
