CRS seeks to help hurricane-affected households to live in shelter that meets Sphere standards in an effort to restore their dignity after Hurricane Matthew. CRS will support families to access critical shelter inputs needed to repair and rehabilitate their home. CRS will support families to build-back better through advice and technical support to repair safely.
A cadre of local technicians will be trained to serve as the on-site advisors for families as they rehabilitate their homes. CRS will also strengthen the capacities of local households through training and instructional materials to ensure that the expertise for resilient repairing practices remains in communities and can be applied to communal buildings as well as other future situations. This project is designed to offer temporary external assistance to support owner-driven approaches to repairing private property destroyed by the storm.
This intervention is urgently needed as families are already starting to repair and rehabilitate their homes with practices that do not reduce risks and are potentially harmful for the environment.

Primary Responsibility
The BBB Training Coordinator will provide leadership and support for community mobilization and training to targeted communities in Coteaux, in order to increase skills of estimated 3,550 individuals and achieve improved construction techniques against hurricane-related events.
Specific Job Responsibilities
Project Management and Training Support
• Oversee all shelter training, including technical and social issues.
• Create and maintain Detailed Implementation Plan (DIP) in accordance with the agreed shelter intervention to assure highest outcomes for every activity. Notifies supervisor of any deviations from the plan or needed adjustments.
• Identify and/or review content of BBB trainings (subjects, methodology, practical exercises, evaluations, etc.)
• Develop and/or review of capacity building tools (flyers, murals, booklets or guides, etc.)
• Ensure success of training activities by taking lead as necessary, and/or by supervising trainers.
• Ensure trainers implement training activities according to plan.
• Manage trainer staff, and collaborate with partners and communities, in developing and implementing projects. Incorporate CRS program staff into all aspects of training design, development and implementation.
• Coach staff to promote teamwork and develop staff competency.
• Prepare and monitor budgetary requirement for the implementation of the project.
• Prepare program activity report on a regular basis.
Monitoring and Evaluation
• Contributes to the design and/or improvement of M&E tools related to TRAINING and oversees use of the tools.
• Maintain a properly documented listing of trained project beneficiaries.
• Analyzes monitoring and evaluation data related to TRAINING, with M&E Unit support as needed, to identify challenges and suggest areas for program quality improvement. Ensures TRAINING targets in the project as met.
• Monitors project through site visits and interviews with project beneficiaries. Prepares and/or ensure field reports.
• Supports related project evaluations and project reviews and learning events in consultation with the immediate supervisor and the M&E Unit.
Logistics & Procurement
• Prepares and submits a regular (weekly) transport plan adapted to team schedule.
• Ensures all requests for materials/supplies are prepared in time (3 weeks in advance) to meet specific deadlines, and works with the procurement team to meet the targets.
Qualifications Requises
Qualifications:
Education:
• Bachelor's degree in architecture, engineering or construction management. Candidates an education background with experience in training of construction labor may be considered.
• Training as trainer preferable.
Experience:
• Minimum three (3) years practical experience in implementing emergency or community development projects, working with NGOs or government agencies.
• Minimum one (2) year experience in project coordination or management, preferably in development context;
• Experience in community development, community mobilization, or similar self-help initiatives, and a desire to maximize integration of program delivery, is preferred;
Skills:
• Excellent communication and negotiation skills;
• Proven record in managing teams of professional personnel;
• Able to travel extensively in remote areas or even on a short notice.
• Ability to work in partnership with local communities and NGOs as appropriate.
• An awareness of local construction technologies and materials;
• Ability to write reports and procedure manuals, and effectively present information and respond to questions from CRS senior management;
• Fluency in English (both oral and written skills), French and/or Haitian Creole preferred
• Self-reliance and an ability to work in a challenging and demanding environment with limited supervision.
• Awareness, sensitivity and understanding of cross-cultural issues particularly in representing a US-based, Catholic agency.
