Introduction
USAID’s Maternal and Child Survival Program is hiring a Procurement Consultant. This position reports directly to the DCOP Finance & Admin and is based in Port au Prince.
Fonctions
1. The Consultant will organize working sessions with requestors to evaluate their procurement needs, assess and report the needs into a predefined format. The result should be a complete list of requirements expected to be procured over a period of time for the project.
2- The Consultant will give an estimate of the time required to complete the procurement process and award contract for each requirement. This information will serve to confirm that requirements can be fulfilled within the period expected by stakeholders and if there must be any adjustment to satisfy global objectives of project.
3- The Consultant will determine with the group of requestors if the expectations are realistic, particularly in terms of quantities and timing. This will allow to apply the corresponding methods of procurement.
4- The Consultant will work with the stakeholders on the creation of a procurement strategy for procuring each requirement that will be included in the procurement plan. Such strategy will include a brief market survey for the purpose of demonstrating the composition of the local supply and determine the appropriate procurement method given the context and the circumstances.
5- The plan will include the schedule of steps and phases which will establish the timelines for carrying the procurement activities up to the fulfillment.
6- Finally, the Procurement plan will determine beforehand any need for additional staffing, including external assistance for the purpose of completing all procurement requirements.
Qualifications Requises
MBA with good general understanding of public health issues in Haiti, particulary with regard to Hiv, ,maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/ sanitation/ hygiene, Zika and malaria.
• Strong proven leadership and management abilities, including managing field offices
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
• Excellent English writing, data collection, analysis and reporting skills.
• Knowledge of US Government policies and procedures in regards to contract management, financial reporting, procurement processes, systems, and grants and contracts management.
• Fluent in English and French with excellent interpersonal skills required to work closely with MSPP and USAID (Haitian Creole proficiency also preferred)
• Ability and willingness to travel regionally for sites supervision and meeting 30% of time
• Excellent leadership and supervisory skills, inspiring teamwork and motivating staff and partners to achieve results
