Introduction

Plan International is working in Haiti to develop and run cost effective and high impact programs. Using the Child Centered Community Development approach with a focus on rights-based work. One of Plan International’s global strategic priorities is to grow and diversify its sources of income.
The Grants & resource Mobilization Manager will coordinate and be accountable for all grants activities at country level. S/He will be responsible for ensuring the achievement of country grant portfolios growth plans, high quality and timeliness communications with donors and managing effective working relationships with National Organizations, bilateral and multilateral organizations at country level. S/He You will also support field staff to ensure that grants are implemented and reported on in line with the contractual: This will be achieved through:
• Actively seeking and maximizing opportunities for additional funding from a variety of sources.
• Strengthening the capacity of the in-country Grants Teams to acquire and implement increased sustainable grants funding.
Fonctions
Dimensions of Role:
• The position line-manages 2 employees for now in the Grants department.
• The Grants & Resource Mobilization Manager leads the Grant department provided within Haiti which has an annual budget of approximately €10m.
• Provide support and capacity building to Country Grants Support Unit, comprising the Grants Management Coordinator, the Grants Compliance Officer and the Grants Accountants
• Expanding donor portfolio development in Haiti with institutional and corporate donors
• Acting as an interface between the Country Office and the National Organizations for all matters pertaining to grants acquisition and management
• Oversees and coordinates the development, writing and packaging of successful grant proposals from concept through to award
• Member of the Country Management Team.
• Signatory on Country office bank accounts.
• Approver of financial transactions up to €25,000 or as varied by the prevailing financial authorization matrix
Typical Responsibilities - Key End Results of Position
Resource mobilization
• To lead the design, implementation, monitoring and evaluation of Resource Mobilization Strategy and regularly report progress to CMT
• Provide adequate training to field staff on Specific Grants management skills (including proposal-writing and report-writing
• Identify projects suitable for grant funding in collaboration with the CMT and in compliance with the CSP priorities
• Coordinate the development of grants concept papers / proposals in collaboration with the Program team (CO and Field)
• Lead the process of identification and exploration of new fundraising opportunities; review, update and summarize funding requirements from various donors; evaluate and recommend response to fundraising opportunities; and provide the CMT with regular updates on current funding opportunities.
• Develop goals for quality in all aspects of grants and ensure these are implemented, monitored and evaluated on a countrywide basis
• Ensure compliance with the grants and Funding policies and procedures in line with the corporate requirements.
• Lead The Funding Agreement Document (FAD) negotiations process to ensure at stage 2 (to ensure proposal reviews are completed and min standards met), and stage 3 (to ensure that all contracts are reviewed before signature to review if conditions can be met), and to include appropriate reporting and implementation requirements.
• Ensure that the pipeline is effectively monitored, with the timely completion of the Global Pipeline Monitoring Tool (GPMT), and input into ROA reporting requirements.
• Ensure coaching, supervision and development of direct reports
• Support to Program Units and all grant funded staff
• Researching where potential opportunities for grants funding can be found
• Network with other INGO’s, NGO’s, and current/potential donors to facilitate partnership & coalitions for advocacy & fundraising.
• Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography) in Haiti
• Building successful, proactive, relationships which align donors priorities with program needs
• Ensuring successful on-going donor relationship management and ‘ownership’ of relations with donor representatives locally
• In collaboration with CFM, ensuring all grants meet the local and corporate cost-recovery requirements
• Developing strategic partnerships
• Understanding how to effectively represent the organization
• Facilitate collaborative working relationship between the Grants, Finance and Program
Grant Management
• Ensure that grant management procedures are fully supported by all CMT members
• Support the ongoing roll-out and monitoring of Fund and Grant Management processes, as and when they get updated.
• Ensure that all Funding Agreement Documents (FADs) are authorized, updated, and disseminated as and when necessary.
• Ensure that the Grants Coordinators:
- Keep relevant grant sections of SAP up to date, for allocated projects.
- Ensure Grant/FAD files & filing systems (both electronic and hard copies) are properly maintained.
- Support the effective start-up of new grants (system set-up, FAD activation, start-up workshop etc..)
- Hold regular calls with project managers to monitor progress on grants & hold quarterly updates with NO colleagues on project
- Conduct regular PU visits to support grant monitoring, compliance and reporting
- Update key grant management systems, including donor reporting trackers and grant status report.
- Receive and review (in coordination with Technical Advisor and grant accountants) narrative and financial reports on a timely basis, and submit before the NO or donor deadline.
- Work closely with Grant Accountants to keep an overview of financial progress of active grants through regular review of expenditure against approved budget.
- Support the effective closure of grants (including assets transfer, final evaluation, audits and reporting, and final system closure).
• Visit program areas and grant projects regularly to monitor grants progress & implementation, and to collect data as needed.
• Monitor monthly the IH Indicative Grants Funding and adjust information as needed.
• Promote a grants friendly environment; via training, sensitization, capacity building, of grant staff
• Provide adequate training to field staff on Specific Grants management skills (including proposal and report writing)
Donor/NO Relations -
• Act as the primary point of contact for all Resource Mobilisation and grant management related communications to/from the National Organizations; including donor opportunities, responding to donor queries; requests for visits, etc.
• Coordinate with National Organizations and CMT regarding external audits required by donors.
• Prepare & ensure donor/NO visit objectives are met.
