Introduction
The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better.The Procurement Assistant provides support to the procurement Manager in the day to day procurement activities of UMCOR Haiti Program, by reviewing all purchase requests for accuracy and completeness, collecting quotes from vendors, preparing bid analysis comparison, maintain procurement files and do other tasks required by PM.
Fonctions
1. To collect information from project engineers and compile it into a purchase request form.
2. To correspond with the Procurement Manager to inform her of all procurement needs within the Category Five shelter program. To update the Procurement Manager on the latest developments within the program.
3. To do marketing to ascertain current market rates for materials keep a database of this information, to make sure that we are procuring materials at realistic prices and identifying suppliers who have more competitive prices.
4. To make sure within the bid processes that all bidders are aware of what they need to provide us with, and make sure they adhere to all the conditions described in the Invitation to Bid.
5. To assist the Procurement Manager in conducting analysis of materials offered by potential suppliers, offering a quality controls and providing written evaluations of the products.
6. Contact suppliers on the Procurement Manager’s request to make enquiries about availability, to arrange appointments and so forth.
7. To provide the Procurement Manager with any relevant details needed for supplier contracts, such as special distribution conditions, method of payment etc.
8. To maintain a supplier database, monitoring problems or positive information on previous and potential suppliers.
9. To insure that material supply goes in accordance with the contract in terms of both quantity and quality.
10. To keep track of material flow and contract numbers.
11. To ensure that the Procurement Manager is informed of completion of all deliveries the very same day and to be responsible for submitting the Receiving Reports no more than 24 hours after the completion of delivery in order to make sure that the supplier is paid on time.
Qualifications Requises
• University degree in Accounting or financial diploma is required or equivalent. University graduation with major in finance and accounting is preferred.
• Familiarity with accounting and spreadsheet applications is required.
• Minimum 3 years experience in similar position with at least 03 years with NGOs appreciable
• Time management and ability to prioritize multiple tasks
• Able to work effectively in a diverse team environment
• Able to effectively promote UMCOR mission values, and objectives.
• Fluency in English and French.
• Computer skills (Outlook - Word - Excel – PowerPoint)
• Ability to work with little direct supervision
• Sense of integrity, seriousness, responsibility
• Demonstrated autonomy and ability to organize work and manage priorities.
