Introduction

Position Overview:
Organization is seeking a Technical Director who is inspired by its mission and is capable of managing several projects in terms of responsiveness, efficiency and equity. As a Senior Officer, the TD will be an advisor to the Executive Director and Business Official. He/she will lead the organization technical structure in managing the non PEPFAR programs in close collaboration with the Ministry of Health and Population (MSPP). Currently this technical structure works with three MSPP central offices and another one located inside MSPP.


Fonctions

Key Responsibilities:
• Participate in the development of program documents and budget in close collaboration with the different partners.
• Contribute to the preparation of annual action plans and budget in accordance with the activities planned
• Elaboration of annual monitoring and evaluation plan for the project.
• Prepare, analyze and advise in the development of all periodic progress reports required by the Executive Director of UGP and MSPP.
• Ability to coordinate multiple programs.
• Coordinate community base activities with UGP technical team.

Management and Monitoring:
• Ensure the operational monitoring of activities and management of data necessary for project monitoring.
• Analyze reports submitted by consultants and contractors to ensure goal achievement.
• Provide advisory support to technical coordinators in the planning and execution of their activities.
• Update and / or offer tools for monitoring field activities.
• In collaboration with technical coordinators, prepare quarterly activity program reports and define the forecast for improvement and progress.
• Analyze report from technical staff based at central offices and follow up on recommendations with other departments to ensure achievement of objectives.


Qualifications Requises

Qualifications:
MD, MPH with a minimum of 10-15 years experience in project management and/or program coordination. Master degree in health management a plus.
• Experience working with information technology. Ability to use office software packages, including word processing and spreadsheets.
• Excellent written and oral communication skills. Level IV (fluent) French and English are required. Incumbent must be able to read, comprehend and compose highly complex written documents in both languages.
• Demonstrated leadership ability, team management, and strong interpersonal skills.
• Ability to meet time sensitive deadlines and work effectively in pressure situations.
• Excellent analytical and abstract reasoning skills, plus excellent organization skills.
• Willingness and ability to travel and to work effectively in resource-poor settings.
• Comfortable working with multinational partners.
