Introduction

The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The M&E is responsible to provision of support for designing and implementation of M & E systems for program. It includes developing frame work, baseline and End line surveys and indicators.


Fonctions

Monitoring

• Develop project monitoring plan (PMP) of the projects in line with UMCOR and consulting with program team.
• Coordinate with Implementing Program Team for collecting data against agreed indicators
• Engage with Team to collect and manage essential data of their respective projects
• Ensure quality of data collected by Program Staff.
• Provide feedback to program teams on projects’ performance based on monitoring data findings
• Assist HOM in building capacity of Program Staff Planning, Monitoring and Evaluation.
Evaluation
• Assist Coordinators and Managers in designing, coordinating and conducting project evaluations (mid-term and end-line)
• Assist Coordinators and Managers in designing and conducting Post Implementation Monitoring Survey.
• Assist Coordinators and Managers in conducting Programme Data Review
• Support Coordinators and Managers in designing and disseminating research studies by providing relevant input

Reporting and Documentation
• Assist Coordinators and Managers in developing Monthly, quarterly, six-month and annual reports
• Develop and share field visit reports with relevant staff.

Planning
• Assist Coordinators and Managers during planning and budget (process to develop a good quality M&E tools
• Assist Coordinators and Managers reviewing project plans during.
• Ensure quality of data/ statistics in project plans

Learning and Sharing
• Share learning from M&E process with the wider team
• Support relevant staff in improving learning and sharing mechanisms in their projects
• Contribution to Effectiveness of the Programme.
• Work collaboratively with different programs for strengthening integration and cross-learning in program
• Proactively volunteer for various team activities in difficult situations and field.
• Show an eagerness to take on any other tasks assigned by the HOM


Qualifications Requises

• University degree in socio- economic, statistical or equivalent
• Knowledge and understanding of project monitoring and evaluation
• Understanding of the current M&E trends and especially M&E systems in development organizations.
• Minimum 3 years experience in monitoring and evaluation with at least 02 years with NGOs
• Experience in monitoring and evaluating WASH projects
• Experience of field data collection, handling data through SPSS.
• Communication skills for presenting monitoring findings and Reporting.
• Time management and ability to prioritize multiple tasks
• Able to work effectively in a diverse team environment
• Travelling to far flung areas independently for M&E
• Able to effectively promote UMCOR mission values, and objectives.
• Fluency in English and French.
• Computer skills (Outlook - Word - Excel – PowerPoint)
• Ability to work with little direct supervision
• Demonstrated autonomy and ability to organize work and manage priorities.
