Introduction
Organization seeking a FD who is inspired by its mission and is capable of applying sophisticated financial management tools. As a member of the Executive Board, reporting to the Executive Director, the FD will help shape our strategy and set organizational and programmatic goals. As a senior finance professional, the FD will be an advisor to the Executive Director and Business Official. The FD will lead the Organization’s diverse financial operations, supporting multiple project sites around Haiti. Duties entail directly managing the finance team and indirectly overseeing the counterparts in each field site. The FD will play a critical role in partnering with the senior leadership team in strategic decision-making and operations as the Organization continues to enhance its quality programming and build capacity.
Fonctions
Key Responsibilities:
Financial accounting and Reporting
• Develop and maintain timely and accurate financial statement and reports that are appropriate for the users and in accordance with General Accepted Accounting Principles.
• Develop, implement and ensure compliance with internal financial and accounting policies and procedures.
• Ensure that all statutory requirements of the Organization are met including withholdings payments, services Tax etc.
• Prepare all supporting information for the annual audit.
• Liaise with the audit committee and the external auditors as necessary.
• Document and maintain complete and accurate supporting information for all financial transactions.
• Develop and maintain financial accounting systems for cash management, account payable, account receivable and petty cash.
• Reconcile bank accounts
• Review monthly result and implement monthly variance reporting.
• Manage the cash flow and prepare cash flow statement in accordance with policy.
• Oversee the bookkeeping function including maintenance of general ledger, account payable, account receivable and payroll.
• Assist the Executive Director and Business Official with financial reporting as required at Board meetings.
• Oversee all payroll functions to ensure that employees are paid in a timely in accurate manner.
• Oversee the tracking of allocation, and expenditures of restricted and unrestricted donations.
• Prepare consolidated audited financial statements and ensure compliance with tax reporting requirements.
• Supervise & mentor finance and accounting staff
Budget Preparation, Project Management Accounting and Risk Management:
• Establish guidelines for budget and forecast preparation.
• Prepare annual budget in consultation with Executive Director and Business Official.
• Assist the Technical Director and Technical Coordinators with the preparation of budgets for funding applications.
• Maintain financial records for each project in a way that facilitates management report.
• Assess organizational performance against both the annual budget and our long-term strategy.
• Develop tools and systems to provide critical financial and operational information to the Executive Director, Business Official, Executive Leadership Team and the Ministry of Health executives and make actionable recommendations on both strategy and operations.
• Assist the Executive Leadership Team in allocating budgetary resources to accomplish the Organization strategic goals.
• Ensure that accurate and timely financial statements are prepared in accordance with contracts agreements with funders.
• Provide accurate and timely reporting on the financial activities of individual projects.
• Oversee risk management.
Qualifications Requises
• A minimum of Bachelor degree in Accounting; a CPAH (member of OCPAH) and/or MBA would be a plus.
• 10-15 years or more of experience as FD or equivalent, preferably in a nonprofit organization, operating multi-nationally, with a multi-million dollar budget.
• Experience in a senior financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies.
• Significant experience in or knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance, and reporting.
• Experience working with information technology staff to manage finance and accounting software packages. Experience in developing finance and accounting policies, procedures and systems. Incumbent is also required to have computer skills and the ability to use office software packages, including word processing, spreadsheets
• Intensive knowledge of financial analysis techniques and generally accepted accounting principles and procedures
• Excellent written and oral communication skills. Level IV (fluent) French and English are required. Incumbent must be able to read, comprehend and compose highly complex written documents in both languages.
• Demonstrated leadership ability, team management, and Strong interpersonal skills.
• Ability to meet time sensitive deadlines and work effectively in pressure situations
• Excellent analytical and abstract reasoning skills, plus excellent organization skills.
• Willingness and ability to travel and to work effectively in resource-poor settings.
