Introduction

Objective: The Emergency Security and Logistics Officer (ESLO) supports the Country Representative (CR) in providing and ensuring safety to and security for CBM Haiti staff and assets in Les Cayes and Jeremie. The ESLO takes important security related decisions by supporting the emergency activities with security assessments of the areas of emergency response. The ESLO advises the CR on security matters, supports the development and implementation of standard operating procedures and contingency plans. In crisis or serious incident situations, the ESLO cooperates closely with the CBM International Office Crisis Management Team.

The ESLO also represents CBM in local security forums when required and ensures that relevant information is shared on the level of senior security advisors in the NGO community both in English and French language

The ESLO is strongly involved in monitoring, sourcing and analyzing security relevant information in order to help identify and mitigate risk trends that may affect CBM Haiti staff, assets and partners. The ESLO develops and maintains a network that enables him/her to receive timely information about political and security developments using various sources (forums, security meetings, open sources, social media, NGO & governmental sources). From this, s/he compiles daily and weekly risk report formats using his/her software skills in preparation for his reports to the CR.

The ESLO directly manages and oversees the in-house or external CBM guards. This includes their daily weekly and monthly planning, rosters and time sheets. In consultation with the CR s/he will be responsible for the appropriate disposition according to the prevailing risk situation.
The ESLO is also responsible to manage CBM procurement in Les Cayes and Jeremie, small orders from Port-au-Prince for supplies, works and services, to keep data (PDTS, vendor Roster) and support the Logistics Manager, in the management of CBM vehicle(s).

The ESLO makes sure that regulations and procedures are up to date with current risk developments. And ensures that they are communicated in a timely manner to the guards and implemented by the Key Functions
• Take key decisions for CBM Haiti’s safety and security in Les Cayes and Jeremie in coordination with CR and EPM, and represents CR in security forums and meetings
• Monitor staff movement during their absence as per the security SOP
• Monitor logbooks and all safety issues in transport
• Co-ordinate security measures and precautions with other CBM department
• Provide a regular flow of security –relevant information from a strong local source network (police, political actors, healthcare authorities and facilities) to the CR and EPM
• Constantly monitor, review and update security regulations and procedures together with the CR
• Carry out and coordinate emergency procedures together with the CR when required, ensuring seamless coordination with local authorities and other important local actors


Fonctions

Security

COMPLIANCE& LIAISON
• Implement and ensure compliance with CBM Haiti and CBM Global security operating procedures.
• Acting as a liaison with all staff on security measures, procedures, and needs for Emergency Response.
Monitor security policies, programs or procedures to ensure compliance with internal security policies (e.g. disability inclusive security policies, protocols and directives), licensing requirements, or applicable government security requirements, policies, and directives
RISK ASSESSMENT& SECURITY STRATEGIES
• Develop and maintain a source network particularly with Haitian authorities such as HPN as well as political and healthcare authorities and facilities.
• Establish good contacts to security staff of other NGOs in other to compare and coordinate perceptions of security developments
• Collect and analyze security data to determine current or future risk levels, and corresponding security strategies
• Undertake risk assessment in programming implementing areas and develop security strategies based upon risk assessment.

INCIDENT MANAGEMENT & REPORTING
• Provide support and guidance to staff in the event of security incidents, with the stated aim of ensuring staff safety, organizational reputation
• Support staff to access psychosocial advice when needed.
• Lead investigations into security incidents, compiling incident report s in a timely and accurate fashion, sourcing additional incident –related information that serves as a basis for the respective incident analysis, in order to facilitate the lessons –learned process
• Prepare weekly risk assessment and security situation report with information from own source network, ready to be reviewed and published by the CR; edit and publish those formats after approval by CR.
• Manage security incident reporting to the established CBM standard – incident report filed within 24 hours of occurrence, and follow up and analysis completed within 72 hours of occurrence.
• Feeding into and maintaining incident data base in Microsoft Excel.

CRISIS MANAGEMENT
• With support from senior management, establish and manage a crisis management team
• Support the CBM team during all emergencies
• Ensure regular communication and coordination with other CBM departments in order to match their needs with the appropriate security precautions, and to ensure the continued functioning and availability of security equipment (especially by coordination with logistics and transport department)

SECURITY MANAGEMENT
• Develop security plans and contingencies for special and high-risk events
• Accompany CBM staff as security advisor when required
• Assist and accompany during airport transfers
• Responsible for performance and disposition of the guards and check on the CBM guard Force at irregular intervals and according to their tasks description
• Compile monthly overview report on the CBM guard force performance based on the daily performance.



Logistics

Procurement
• Ensure that all the procurement procedures are effectively followed in compliance with the CBM Haiti’s approved procurement chart and relevant donor requirements.
• Analyse the specification of the supplies, works or services required and source potential suppliers who can meet these specifications.
• Ensure that all chosen suppliers are registered in the CBM Haiti vendor-roster
• Assist the Logistics Manager in all duties.
• Maintain an accurate and up-to-date Procurement Delivery Tracking Sheet (PDTS).
• Assist in the maintenance of CBM`s standard procurement practices keeping records to full audit trail standard.
• Assist in the preparation and submission of appropriate supporting documents to the tender Committee on Contracts and finance for payments after the completion of delivery of goods and or service.
• Record all required information (donor code, Cost centre, # OQRF, etc…) for all procured assets, and tagg before being sent to their end user.
• Update the Procurement Data Tracking Sheet daily and follow-up all open/pending order listed through their closure.
• Ensure that all staff adhere to the procurement guidelines as per CBM and donor policy
• Ensure all records and filing is up to date

Transport
• Ensure that vehicles are fitted with safety equipment and that the equipment is maintained
• Ensure that all movement complies with Security rules
• Ensure that driver meetings are done regularly
• Ensure fleet is clean, neat and in full roadworthy condition
• Ensure fleet is well maintained and serviced as per manufacturers’ specifications.
• Ensure logbooks are completed correctly as per CBM guidelines.
• Ensure that airport pick-ups, drop offs and out of city requests are done in accordance with the security SOP.


Functional Relationships:

• Line –managed by Country Representative (CR) and Emergency Program Manager (LM)
• Close working relationship with Logistics Manager
• Frequent coordination with other CBM Haiti departments, especially the program teams
• Responsible for line-managing the CBM security guards


Qualifications Requises

• At least 2 years experience in security management positions; job history in senior positions is an advantage
• Formal training in risk assessment and security management.
• Trained in emergency response and first aid
• Haitian national
• Valid driving license
• Excellent communication and management skills
• Good analytical Skills
• Experience of working in difficult environment /emergency contexts
• Sound judgment, mature individual with tact, diplomacy and common sense
• Resiliency, calm and decision-making ability in critical situations
• Strong psychological skills to handle frustrating situations in the work environment
• Team work experience
• Good computer skills, experience with Microsoft office applications
• Fluency in French and Haitian Creole
• Good command and understanding of English, enabling easy communication with English –speaking expats
