The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s MCSP SSQH project is working in the 10 DDS to provide technical assistance to improve service delivery and quality in 186 sites across the country. MCSP- SSQH is hiring a GIS Technical Advisor to help support the project. The GIS Technical Advisor will guide and oversee the GIS activities of the project. This position is responsible for Develop preliminary open-source maps of 186 supported sites in the 10 Health Department (DDS), realize mapping and data visualization, and will work with the MCSP SSQH technical team to collect, analyze and present routine data. This position will report directly to the MCSP- SSQH M&E Director. This position is based in Port-au-Prince but will cover the entire country.
Fonctions
Preparation, conception and production of maps
• Identify mapping information needs;
• Identify and access map information sources;
• Ensure accurate linkages between spatial databases and assessment data,
• Ensures that the produced maps meet the requirements of the SSQH project.
• Develop preliminary open-source maps of 186 supported sites in the 10 Health Department (DDS);
• Train SSQH Staff to teach service providers how to update, edit and use the open-source maps;
• Update the open source maps after validation to ensure completeness
• Launch the mapping products on an online platform.
b. Supervision and monitoring of mapping related data collection
• Conceptualize methodologies for collecting data in the field, as according to need;
• Organize and supervise GIS field missions;
• Monitor accuracy of data collected.
• Cross check data collected in the field, ensure regular updates and solve eventual discrepancies;
1. Database / Data Management Activities
The GIS Technical Advisor will manage the maintenance of database(s) for the consolidation of all assessment-related and GIS data for the project. He/she will ensure the capitalization of tools and procedures related to mapping and databases. Furthermore, he/she will support the collection and management of spatial datasets, verification and update of the collected data. He/she will monitor the accuracy of collected data.
2. Technical Support
The GIS Technical Advisor will contribute towards the identification and implementation of effective and adapted technical solutions and partnerships. He/she will also support the collection of spatial datasets and integration with project activities.
3. External Relations
The GIS Technical Advisor will respond to information requests from MCSP-SSQH project staff and partners (DDS & MSPP) related to GIS data and mapping as well as solicit information from partner organizations to be incorporated into database.
4. Confidentiality and Data Protection
The GIS Technical Advisor will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.
Qualifications Requises
The applicant must have at least 5 years of Information Technology (IT) experience in a developing country context and in GIS / Database management. Specific required knowledge and skills include:
• Master Degree in computer science and /or GIS or a related discipline;
• Previous experience with mobile data collection;
• Knowledge of analytical software packages, including SPSS, MESI, My SQL, Excel;
• Demonstrated experience in data collection and analysis;
• Strong organizational skills;
• Detail oriented and results driven;
• Strong research experience;
• Ability to work complex and unstable environments;
• Good team skills are a must;
• Prior knowledge of the region an asset;
• Good organizational and communication skills, and English language skills.
