Introduction

USAID’s Maternal and Child Survival Program is hiring a Family Planning (FP) Officer for the SSQH-North project. The FP Officer will provide technical support to improve the quality of health services being delivered in facilities and in the community as well as regular on-site support for sites that provide FP services that reinforces individual site capacity including the integration of FP in other technical areas of the project. The FP Officer will be a part of a larger SSQH-North technical team as well as work collaboratively with other senior management to support and implement activities that both expand and improve the quality of priority services at the community and primary health care levels. This position reports directly to the SSQH-North Family Planning & Reproductive Health Technical Advisor and is based in Port au Prince.


Fonctions

Technical Leadership
• Provide technical support to build local capacity using proven training approaches and quality improvement methodologies
• Help to ensure that all SSQH-North facilities offer FP services (including youth friendly services, comprehensive method mix, emergency contraception, etc.) and are compliant with all relevant US family planning regulations through training, display of comprehensible information in creole, regular monitoring and other activities
• Contribute to and coordinate with the program’s monitoring and evaluation (M&E) team on activities to ensure that the program meets set targets in accordance with national and USG standards
• Contribute to annual work planning, training plans and quarterly reports and other required technical reports
• Contribute to timely, accurate and appropriate reporting of program activities and results
• Coordinate technical assistance visits and inputs from MCSP and Jhpiego technical teams
• Coordinate with the other members of the technical team and NGO partners to implement feasible FP facility and community-based approaches
• Perform other duties as assigned by supervisor which contribute to the achievement of program goals
• Advanced knowledge and skills of the most up-to-date scientific evidence on effective interventions in FP
• Experience in the implementation of strategic technical approaches in collaboration with other stakeholders who may represent a wide range of interests and needs
• Strong change management, results-oriented and decision-making skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform


Qualifications Requises

• Master’s degree in public health with emphasis in FP
• Minimum of three years of experience in health sector with focus on FP
• Experience working on successful, replicable and sustainable FP programs
• Expertise in research to practice identifying best practices and adapting them to program realities
• Familiarity with USAID policies and administrative procedures, and experience in design and implementation of FP programs
• Fluency in French and Haitian Creole, proficiency in English also desirable
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
