Introduction

Global research indicates that children and adults with intellectual and developmental disabilities are highly vulnerable to exploitation, violence and abuse and other losses of human rights. In both developed and developing countries, people with intellectual disabilities remain one of the most marginalized groups, facing discrimination, stigma, and inadequate access to services.
In Haiti, there have been no recent, formal national studies conducted by the Haitian Government that focus on disabilities, which makes it is difficult to estimate the exact number of individuals with intellectual disabilities. However it remains likely, based on global estimates, that more than 3% of the population in Haiti is living with an intellectual disability. Many children and adults with intellectual disabilities in Haiti remain isolated in their homes or in institutional settings and are largely not integrated into their communities and society.
It is widely recognized that international, non-governmental organizations (INGOs) operating in Haiti tend to focus service provision for individuals with physical and sensory disabilities. While there are examples of local organizations working to serve this vulnerable population, there remains minimal discussion around the specific needs of people with intellectual disabilities within key sectors of civil society and national government.

Objective:

In the coming years, CBM-Haiti is committed to improving their level of engagement on issues most pressing for children and adults with intellectual and developmental disabilities.

CBM-Haiti is seeking a qualified consultant to conduct a desk review and field research on the situation of people living with intellectual and developmental disabilities in Haiti in order to:
1. Understand current family and community care practices of children and adults with intellectual and developmental disabilities
2. Elicit local understandings on how community actors (i.e. DPOs, education professionals, and human rights groups) understand the needs of people with intellectual disabilities and how they view their roles and responsibilities in promoting the rights of children and adults with intellectual and developmental disabilities
3. Identify local expertise and capture examples of promising practices for working with children and adults with intellectual and developmental disabilities
4. Develop recommendations for CBM-Haiti on how to implement programs that better meet the needs of children and adults with intellectual and developmental disabilities.

In close collaboration with the CBM-Haiti staff, the consultant will design and execute all research and data collection activities. In addition, the consultant will also develop a one-day interactive workshop with key stakeholders in the disability sector aimed at understanding current barriers and opportunities in regards to working with children and adults with intellectual and developmental disabilities.

The consultant will complete a detailed final report including, but not limited to, the following sections:
a) Literature Review
b) Analysis of Field Findings
c) Summary of Promising Practices (if identified)
d) Future recommendations for CBM-Haiti
Scope of Work and Expected Outputs:
• Planning Meetings with CBM: (1.5 day)
• Develop Methodology: (1 days)
• Review of Literature (2.5 days)
• Field Data Collection (7 days)
• Two Workshops with Local Stakeholders (2.5 days)
• Draft Final Report (5.5 days)
• Incorporate CBM Feedback and Finalize Report (.5 days)
• Final Presentation of Findings (.5 days)
Deliverables:
1) Approved Methodology
2) Draft Report with Recommendations
3) Final Report with Recommendations
4) Final Presentation to CBM Staff & Key Stakeholders


Qualifications Requises

Requirements:

Consultant should be Haiti-based with experience in disability programming, inclusive/special education, and community-based protection.
Fluent in English (written and oral), professional proficiency in French and/or Haitian Creole.
