In Haiti, FHI360 is the lead organizations supporting the USAID-funded An n Aprann Li ak Ekri (in Haitian Creole) project (“Let’s learn to read and write” in English), referred to by its acronym “An n ALE,” is a four-year early grade reading and writing (EGR/W) activity that is based on evidence generated under the two-year USAID applied research activity called “Tout Timoun Ap Li” (ToTAL) in Creole, or “All Children Reading” in English. Ann ALE also draws directly from best practices and lessons learned from previous USAID education activities and from other sources. An n ALE currently seeks qualified candidates for the position of Communications Officer (CO).


Fonctions

The Communications Officer is a member of the project management team. He/she will provide quality oversight and management of all program communications including reports, program publications and success stories, etc. as well as oversee a national reading campaign that will be launched in 2016. The CO will take the lead in writing reports drawing from information provided by the monitoring, evaluation and research teams as well as from other project teams. He/she will ensure all reporting needs are met and oversee special communications projects as needed. The CO will develop strategies and manage all media relations, internal as well as external press, for the program. She/he will proactively identify, develop, position and direct relevant stories about FHI 360’s work in An n ALE. The CO will provide oversight on all communication projects by monitoring and measuring progress and will provide document quality assurance.

The CO will be based in Port au Prince, Haiti and will report to the Chief of Party or his delegate.

Responsibilities
• Develop program communications plan and procedures;
• Coordinate with Ministry of Education staff on the implementation of the approved Communication Plan for the An n ALE Project. Develop materials and manage the materials for the An n ALE website. Provide technical assistance for the production of the project newsletter, website and intranet documents;
• Work closely with USAID to provide relevant project articles and stories as appropriate;
• Develop project articles and stories for publication;
• Coordinate inputs and serve as principal An n ALE staff member for producing quarterly and annual reports;
• Support and monitor implementation of the CRS led national reading campaign;
• Publish a monthly newsletter, success stories and other reporting/publication deliverables;
• Develop and manage a strong web-based presence for the dissemination of information and stories; and
• Edit and support staff communications-related products and those of partners as required.


Qualifications Requises

Qualifications
• Bachelor’s degree or its international equivalent in Communications, Public Relations, Knowledge/Information Services or other related fields;
• At least 4 or more years of public relations or communication experience;
• Demonstrated knowledge of Microsoft Office programs and various software and web applications;
• Experience developing and updating social media platforms;
• Excellent oral and written communication and interpersonal skills;
• Strong critical thinking and problem solving skills;
• Demonstrated organizational, technical and project management skills;
• Demonstrated ability to handle confidential and sensitive information and communicate complex issues with discretion and ease;
• Ability to think analytically, strategically and work on multiple projects/teams simultaneously;
• Ability to work in a fast-paced, matrix environment under tight deadlines without compromising quality; and
• Must be able to read, write, and speak fluent English and French or Creole.
