Introduction
Background
Diakonie Katastrophenhilfe (hereinafter referred to as DKH), part of the Protestant Agency
for Diakonie and Development (PADD), is in Haiti since 2007. The role of the office is to support
local partners with the implementation and monitoring of humanitarian projects. The majority of
the projects take place in the department of the South-East, with some others in the South and
North-West. The main interventions in Haiti are about emergency preparedness and response
planning, immediate response, food security and disaster risk reduction.
The Lutheran World Federation (hereinafter referred to as LWF) and its the Department for
World Service (DWS) started its Caribbean program in 1983 and has been legally registered in Hai-
ti since 1995. The current strategy, covering the period 2015 – 2020 is entitled “Building Resilience
in Haitian Communities” and focuses on the four strategic areas of intervention: Emergency-
preparedness and response, Sustainable livelihoods, Human Rights / Rights-Based Approach and
Organizational Effectiveness. The implementation is done with and through local civil society part-
ners, and geographically, the work has been concentrated in the Grand’Anse and West depart-
ments.
Norwegian Church Aid (hereinafter referred to as NCA) is working in Haiti since the 80s. In
2010, NCA opened an office in Port-au-Prince to better support its partners in the earthquake re-
sponse. Currently NCA implements a five year strategic plan (2016-2020), with the objective that
by 2020, targeted vulnerable communities have improved their economic and social development,
and increased their resilience to natural disasters and climate change. The plan includes 3 pro-
grams: Water, Sanitation and Hygiene, Climate Resilience, Economic Empowerment, and a fourth
contextual programme related to the binational issues between Haïti and the Dominican Republic.
NCA’s geographical focus includes the West and Center departments of Haiti, and the provinces of
Monte Plata, Santo Domingo and Elias Piña in the Dominican Republic.
In 2015, DKH and LWF decided to integrate their organizational structures in Haiti, to tackle the
triple challenge of covering operational costs, reduced funding and increased needs in the country,
and to take advantage of synergies and complementarities. While both organizations continue to
adhere to their respective mandates in Haiti, since October 2015, they operate in one office under a
joint Country Director, governed by a Cooperation Agreement. In July 2016, NCA decided to join
the integration process of LWF/DKH, and a basic framework outlining key commitments was
agreed at field and HQ level. A revised version of the Cooperation Agreement shall be developed
until end 2016 reflecting this development.
In the period Aug – Oct 2016, with the support of an external consultant, DKH, LWF and NCA will
jointly develop an integrated country strategy for Haiti, which shall guide the further programmatic
integration of the office, capitalizing on strengths and synergies, which respecting the different
mandates and existing funding partnerships of the respective organizations (NCA, DKH, LWF).
The current combined annual turnover the three organisations is approximately EUR 4.5 mill and
the current number of staff is around 40.
It should be noted that within the current joint office of DKH and LWF, staff from Bread for the
World (BftW, also belonging to PADD) is being administratively and operationally hosted by DKH,
while staff from the Lutheran World Federation (LWR) is being administratively hosted by LWF.
All the five organisations BdfW, DKH, LWF, LWR and NCA are members of the Action by Churches
Together (ACT) Alliance.
Fonctions
1. Description of the position:
County Director of the integrated DKH/LWF/NCA Country Office in Haiti.
2. Immediate superiors:
The positions reports to DKH in Berlin.
Supervision and general supervisory control: Head of DKH programme department.
Supervisory control, professional control and safeguarding of the operative structure Programme
Officer for Latin America and the Caribbean.
A Steering Committee structure unites the relevant Programme Officers in the HQs of DKH, LWF
and NCA as well as the Haiti Country Director on a regular basis, and will be used to discuss posi-
tion and performance-related issues as per need.
3. Possible special characteristics of the job:
The place of employment is Port-au-Prince, combined with frequent trips within Haiti and about
two trips annually outside of Haiti (normally Europe).
4. General Objective of the position
The Country Director is overall responsible for an office which currently hosts four organisations
(DKH, LWF, LWR and BftW) and which will include NCA from 2017 onwards.
The tasks of the Country Director include:
. overall leadership and management of the DKH/LWF/NCA office and staff;
. coordination and accompaniment of the programme on the ground in cooperation with local
partner organisations and the ACT Alliance;
. ensure efficient financial management of the program activities and administration, including
overseeing and supporting the relevant Finance Managers in their tasks;
. ensure effective internal control systems to promote financial accountability;
. resource mobilization including networking with current and new donors and support to local
staff with regard to fundraising ;
. communication and PR-work, ensuring visibility for the organisation;
. lobby and advocacy and campaign-work together with other ACT partners and the DKH, LWF
and NCA HQs in Berlin, Geneva and Oslo respectively;
. administrative hosting of BfdW and LWR staff (approximately 6-8 staff members) in accord-
ance with signed agreements
More specifically, in the first 6 – 12 months of tenure, the Country Director is expected to lead the
ongoing integration process between LWF and DKH in Haiti and the progressive inclusion of NCA
in this integration process, in line with the Cooperation Agreement and related documents.
This includes specific responsibility for overseeing, coordinating the implementation and regularly
updating the activity plan of the integration process as well as the yearly program/project planning.
On the basis of the overall mandate of DKH, LWF and NCA and in accordance with the Codes of
Conduct of the ACT Alliance and the Red Cross and Red Crescent as well as other existing internal
and external policies and guidelines, the Country Director shall guarantee, the completion of the
set tasks.
5. Targets of the position
The country office implements the plans of the DKH Programme Department within the frame-
work of the binding principles and valid guidelines of DKH/PADD. The country office furthermore
contributes to developing and implementing the new integrated DKH/LWF/NCA country strategy
and corresponding results framework.
The holder of this position shall perform his or her tasks while ensuring that
. DKH's diaconal and humanitarian objectives always remain recognisable and comprehensible
in the project region. Experiences and lessons learned from the from the programme work in
Haiti contribute to the further conceptual development of DKH basic principles, guidelines
and objectives;
. The German " Standard Procedures for Diakonie Emergency Aid Offices “, the ACT Alliance
Code of Conduct, the "Code of Conduct” for the International Red Cross and Red Crescent
Movement as well as for NGOs which was passed in 1993 by the Steering Committee for Hu-
manitarian Aid" and other specifications relevant for DKH are complied with;
. The reputation of DKH/LWF/NCA is upheld and improved in the German/Swiss/ Norwegian
and foreign public.
. The implementation of projects, programs, policies and guidelines for the achievement of goals
and objectives as outlined in the integrated NCA/LFW/DKH Country Strategy is ensured;
. An integrated, rights-based empowerment approach is used in all interventions, including
gender mainstreaming and gender-sensitive program measures in all programs.
Qualifications Requises

. Requested Technical Requirements
- Masters degree or equivalent in relevant field.
- At least 10 years proven experience in Program development and management; including
thematic knowledge in some fields like: humanitarian assistance, Disaster Risk Reduction,
Cash Transfer Programming, WASH or rights based approach.
- 5 years experience as Country Director or similar position in humanitarian/ development
context.
- Professional experience in working with local partner organizations
- Proven experience in management of UN and/or ECHO funds (German back-donor funds,
AA and BMZ, would be an asset)
- Proven ability to write successful proposals as well as experience in writing of interim and
end of project reports
- Proficient knowledge of French and English, knowledge of German is an asset but not a re-
quirement
- Mastery of IT tools (MS Office package, internet, e-mail, etc.)
. Desired Qualifications
- Experience in complex security settings
- Good overall knowledge of German and European donor regulations and compliance
- Ability and willingness to work under time pressure and with limited resources
. Competences Required
- Experience in change management/organizational development processes and diplomatic
skills
- Identification with and adherence to the Core Humanitarian Standards, the Red Cross Code
of Conduct and the Humanitarian Principles
