Introduction

USAID’s MCSP program in Haiti is hiring a Senior HIV/TB Team Lead who will oversee MCSP’s work on HIV/TB in Haiti, and who will be based in Port au Prince. The primary responsibility of the Senior HIV/TB Team Lead will be to manage the implementation of the HIV/TB program in collaboration with MSPP and all implementation partners. The Team Lead will represent MCSP at all HIV coordination meetings, strengthen coordination and collaboration at all levels, and ensure timely and accurate reporting.


Fonctions

 Provide programmatic leadership for, and oversee the strategic planning of HIV/TB activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
 Lead the HIV/TB Team lead, supervising and mentoring staff to achieve program goals
 Contribute to all aspects of pertinent project implementation to meet best practices and high quality implementation
 Working closely with the Deputy Chief of Party/Technical, develop strategies to ensure the application of international best practices in HIV/TB are translated to the Haitian context.
 Provide leadership in the design of interventions to include HIV/TB treatment, care, and support, including pediatrics, ensuring that interventions are technically sound, evidence-based, and are sustainable.
 Foster collaboration between the project and MSPP at all levels.
 Work closely with the DDS and SSQH sites to ensure establishment of proper monitoring and data instruments and ensure that all operational needs are met
 Support and strengthen the capacity of the DDS to deliver quality clinical HIV/TB treatment, care and support.
 Support clinical training and supportive supervision of staff and MOH counterparts
 Support the MSPP to ensure quality of facility-based HIV and TB services through site assessments, training/mentoring of service providers, and ongoing QA support.
 Support the MSPP to ensure quality of community-based HIV and TB services.
 Ensure quality program implementation, including ensuring all program components are functioning (appropriate guidelines, supplies and materials, training programs, staff and consultants, etc.)
 Contribute to donor reports, workplans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information


Qualifications Requises

• Medical Doctor
• Ability to represent USAID’s Maternal and Child Survival Program in Haiti at high level
• Extensive (10+) years of experience working in Haiti in HIV/RMNCH issues, knowledge of and experience working in collaboration with MSPP, international and local donor agencies and program implementing organizations (NGOs).
• Excellent program management skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Experience working in integrated programming through the continuum of care from household through community to hospital
• Excellent writing, data collection, analysis and reporting skills
• Fluency in French and English; Haitian Creole proficiency also preferred
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
