Introduction

As part of a dynamic team and under the supervision of the Deputy Program Director for Program, the M&E Manager will be responsible for:
• Clarifying the core information needs of management and providing relevant and timely information to the Program & Organizational development Manager;
• Establishing, modifying and monitoring key performance indicators to report and record progress and impact for projects within all Programs and Departments of J/P HRO;
• Analyzing indicators and performance, evaluating information and making recommendations;
• Documenting and sharing lessons learned and best practices, alongside the Program Development/Grants Manager.

Responsibilities and Duties:

1. Essential Functions
Data Management and Analysis
• Lead in the formulation of Project and Program baseline measures and targets.
• Keep abreast of developments in Project and Program changes; advise and recommend tools and strategies to increase performances and results.
• Collaborate with Project and Program Managers to clarify project information needs.
• Analyze changes and patterns in Key Performance Indicator data and performance reports in order to make recommendations to Program staff.
• Support M&E Officer in the review and analysis of monthly reports to monitor project implementation and define impact.
• Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
• Implement and participate in program and project evaluations.
• Maintain and promote means of sharing relevant institutional knowledge amongst J/P HRO staff


Systems development and management
• Supervise all M&E inputs into and usage of Salesforce
• Lead M&E strategic planning, creating a framework and procedures for the monitoring and evaluation of project activities;
• Assess organizational and performance gaps within the different Programs and report on corrective actions needed.
• Identify strengths and weaknesses in existing data collection and management systems and propose solutions in collaboration with Program and Project manager
• Develop and improve data quality assurance and control systems in partnership with Program staff to ensure high data quality are collected (eg. field visits, data quality assessments)
• Propose and implement strategies to increase data usage and demand amongst Program staff.
• Suggest ways to facilitate data collection and organizational, and support project/program staff on ways to properly document, organize and capture program progress;
• Support the Data System Officer in the drafting and revising of tools and databases as well as data collection procedures adapted to program activities (eg. logical framework, performance tracking, indicators, etc.)
• Review the performance of existing management information systems to help identify potential modifications and/or resources;

Proposal development and Grants reporting
• Provide technical support to Program Development in establishing log frames, M&E work plans, and targets during the drafting concept notes and project proposals as well as throughout project implementation.
• Support the Programs in reviewing donor reports to ensure high quality data is submitted.


Qualifications Requises

2. Qualifications

• Bachelor’s Degree in Administration, Information Management, Project Management,
or other relevant academic background (essential), Master’s
degree (desirable)
• 3 to 5 years of Monitoring and Evaluation experience (essential)
• Excellent level of proficiency in Windows Excel and quantitative statistical analysis
• Project Management certification (PMP or Prince 2) (desirable).

3. Required Skills
• Ability to design M&E tools, surveys, surveillance systems, and evaluations
• Demonstrated ability to train and build capacity of others
• Superior written communication skills in both French and English (desirable); Fluency in Creole (desirable);
• Excellent interpersonal skills with the ability to effectively network and manage a variety of relationships in a multicultural environment;
• Proven team management skills;
• Solid organizational skills and capacity to prioritize and work productively and accurately while under pressure in a fast-paced, demanding environment;
• Flexible work attitude, ability to meet unexpected demands and capacity to work both in a team environment and independently;
• Integrity and commitment to humanitarian values.
