Introduction
The Human Resources Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. S/He provides advice and assistance to supervisors and staff. This may include information on recruitment process, training needs and opportunities, job descriptions, performance reviews and personnel policies.
S/He is responsible for carrying out several tasks and supporting actively the department with the day-to-day efficient operations.
Fonctions
1. Recruitment, Selection and Performance
• Collect approved New Hire Request and relevant documentation as per
the Recruitment and Selection policy from Hiring Managers;
• Distribute the New Hire Requests to obtain relevant signatures;
• Post vacancies on relevant media as per Recruitment and Selection Policy;
• Shortlisting, screening and selection of potential candidate for all new positions;
• Co-ordinate interview schedules;
• Conduct Reference Checks;
• Inform unsuccessful applicants ;
• Handle badge preparation with appropriate party;
• Facilitate the onboarding process for new hires;
• Liaise with new hires on on-boarding requirements;
• Create files for new employees;
• Facilitate the Introduction of new staff ;
• Coordinate/Handle New Hire Orientation
• Arrange field visit with new employees when required.
• Elaborate Tests for recruitment process with Managers
• Ensure that accurate job descriptions are in place
• Monitor staff performance and attendance activities
• Identify training and development opportunities
• Organize staff training sessions, workshops and activities
• Conduct exit interviews
2. Administration
• Monitor daily attendance;
• Monitor schedules absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services;
• Write, draft contracts, correspondences, forms, procedures and other HR documents;
• Advise and assist payroll and benefits related issues/matter;
• Attend to meetings when requested by HR Manager;
• Act as the focal point for Master Staff allocation Monitoring for all departments;
• Develop and implement social activities for J/P HRO;
• Manage the follow up with insurance company for national staff;
• Coordinate activities of the Turbo System (HR software);
• Monitor contract start and end dates for National staff, ensuring managers are notified of contracts ending and that renewals are done promptly;
• Other duties as assigned;
3. Data Management and Reporting
• Monitor in a timely manner when yearly employees’ performance evaluation are due;
• Record on Turbo system all employee performance evaluation;
• Provide Human Resources statistics for reporting purposes (on Weekly-Monthly-Quarter and Yearly basis);
Reporting on pre-selection and recruitment;
Reporting process of Staff Turnover (Hiring- Departure - Internal Movement (Promotion-Transfer etc.)
Headcount- Performance Evaluation
4. Employee Relations
• Advise managers/supervisors on how to handle sub-standard performance;
• Assist managers on appropriate handling of disciplinary action;
• Counsel employees on disciplinary issues;
Qualifications Requises
Qualifications:
• Bachelor degree (Business Administration / Human Resources) preferable;
• 3-5 years of relevant experience in administration and/or Human Resources;
• Knowledge of Haitian Labor Law ;
Required Skills:
• Fluency in English, French and Creole;
• Excellent computer skills (MS Office), Internet;
• Strong communication skills;
• Excellent decision-making skills;
• Organizational skills;
• Effective written communications skills including the ability to prepare reports, proposals , policies and procedures;
• Good understanding of administrative and technical aspects of HR, including confidentiality, HR systems, procedures, and recruitment;
• Cross-cultural sensitivity and ability to communicate effectively with people from different walks of life
• Detail oriented and flexible attitude;
• Outstanding customer service skills and pleasant demeanor;
