Introduction
The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s Maternal and Child Survival Program is hiring a Senior Program Manager for the MCSP Haiti project. As part of the Senior Management team, the Senior Program Manager will work closely with the Chief of Party and other senior level staff to guide and oversee all aspects of the program, and ensure a high quality integrated program that functions smoothly and in accordance with the program objectives. The Senior Program Manager plays a large coordination role both in country, and with the Senior Program Officer and MCSP partners at HQ. This position will report directly to the Chief of Party and will supervise three people on the program team, two of which are based in Cap Haitian. This position is based in Port au Prince and will require frequent travel to Cap Haitian.
Fonctions
Program Management
• Provide programmatic leadership for, and oversee, in coordination with the MCSP/Haiti Chief of Party (COP), the strategic planning of activities in support of the MCSP/Haiti goals and objectives, including the determination of program priorities and appropriate technical initiatives
• Manage and work collaboratively with team members to ensure necessary program planning, development, resource availability, and that management activities function smoothly and efficiently
• Develop MCSP/Haiti implementation plans with technical team members to ensure effective technical assistance and the smooth implementation of activities
• Lead communication with MCSP/HQ including ensuring strong partner relationships
• Draft and finalize MCSP/Haiti donor reports including USAID quarterly, annual reports and success stories
• Track progress on deliverables on a regular basis in collaboration with technical team members and provide support for troubleshooting and ensuring achievements
• Represent MCSP/Haiti in public and professional circles through meetings, conferences, and presentations
• In close collaboration with the MCSP/Haiti COP, coordinate and monitor all human, financial and material resources of MCSP to ensure successful implementation
• Work with finance staff, Program Manager and relevant staff in country and HQ to develop and track project budgets
• Work with M&E team to ensure effective data collection in support of the program’s PMP
• In collaboration with the COP, program team, and MCSP/HQ, lead the annual work planning process with the close involvement of the Ministry of Health and USAID
• Work closely with Jhpiego and MCSP/HQ to ensure effective, timely and coordinated project implementation
• Mentor, support, supervise and manage Program Manager and Program Officers and align their efforts with program goals to ensure rapid and sustainable results
• Support compliance team to ensure compliance with USAID/USG regulations
• Support Admin team to ensure smooth running of procurement system and development of sub-award monitoring systems
• Contribute to the development of novel knowledge management and sharing tools and processes
• Communicate regularly on progress with MCSP/HQ and report challenges for immediate problem solving
• Participate and present as needed during Country Support Team meetings
• Perform or assume other duties as assigned by the MCSP/Haiti COP
Qualifications Requises
Required Qualifications:
• Master’s degree in public health, health administration, public administration, business administration; international development, social science, medicine, nursing or related field
• A minimum of 7 years project management experience (of which at least half is in a mid-to-senior management position) in large, complex, multi-year international health sector development program
• Demonstrated technical and programmatic knowledge and experience in areas such as maternal, neonatal, child, and reproductive health
• In-depth knowledge of USAID programs, regulations, compliance and reporting
• Excellent program and financial management skills
• Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Excellent donor and partner relationship skills as well as new program development skills
• Proven leadership skills, as well as skills in facilitation, team building and coordination
• Familiarity with US Government donor policies and administrative procedures
• Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence
• Proficiency in Microsoft Office applications
• Fluent in written and spoken English, French (Creole is an advantage)
• Excellent facilitation, oral and written communications skills
• Ability to travel nationally and internationally 20%
Preferred Qualifications:
• Experience working in Haiti, with an intimate understanding of local health system, technical and programmatic gaps and opportunities, and solid relationships at government agencies
