Background Information -Haiti
The UNOPS Haiti office supports international partners and the Haitian Government in their work to improve lives following the 2010 earthquake. UNOPS project managers and their local employees are helping to check the safety of damaged houses, build transitional shelters for homeless families, provide cleaner toilets for those living in camps, clear canals of debris to prevent floods, repair roads, and construct maternity centres and schools.

The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations system, working on behalf of UN departments, IFIs and Governments. UNOPS has over the years developed a wide range of services able to provide rapid response in complex emergencies. These include initial humanitarian assistance together with complex logistics and procurement, applied baselines surveys and multi-sectoral assessments, as well as emergency preliminary assessments for the design of physical infrastructures for long-term reconstruction or recovery.
UNOPS Haiti Operations Centre has been working in Haiti since 2014 providing project management, procurement and logistics services for the Haitian Government, other UN agencies and international organizations in communication, governance and engineering expertise.
This project is to support to the Haitian Ministry of Public Health (MSPP) for the management of the maintenance/operation of 3 Community Reference Hospitals (HCR) including their equipment assets as well as managing the payment of the salaries of medical and technical staff. Specifically, UNOPS will provide quality and accountable project management services firstly to support the transactional activities related to the procurement of consumables, goods and services required for the proper maintenance/operation of the different health facilities and assets, secondly in the provision of technical and capacity building assistance to the MSPP to manage these maintenance activities, and thirdly to manage the payment of the salaries of medical and technical resources (Partner Resources) to be identified, hired and supervised by MSPP.
In collaboration with the MSPP and the MoH 3 level of activities have been identified to improve the situation and guarantee the sustainability of the project investments: 1. The implementation of a proper supply chain management strategy in order to guarantee a regular supply of consumables, goods and services guided by annual procurement plans and global maintenance activities (preventive, corrective and extraordinary) in order to maintain the buildings and the equipment in optimum working and proper hygiene conditions; 2. The implementation of comprehensive technical and managerial support program to perform capacity building through training programs, advisory, and monitoring services; 3. The payment of the salary of medical and technical personnel hired and supervised by MSPP.


Fonctions

The Project Reporting- Communication Officer will, under the direct supervision of the Programme Manager, will be responsible for all reporting and proposal writing requirements of the programme. This will include, but not be limited to:

Reporting
• Weekly and bi-weekly status and progress updates (internal)
• Monthly reports
• Quarterly reports
• Annual reports;
• Reports to donors
• Project completion reports
• Any other client and office reporting
He/She will work closely with the Programme Manager, Project Coordinator and Field Coordinators to collate and compile accurate and timely data from the projects in order to disseminate the necessary information to clients, and donors.
Communication
The Project Reporting- Communication Officer will act as the communication focal point of the Programme and will take an active role in collaboration with the Programme Manager and the Project Coordinator in the following activities:
• Draft/compile a specific type or types (e.g. print, broadcast, etc) of information communications products or target audiences including PowerPoint presentations, press releases, media packets and reports, brochures, briefings, video clips, newsletters, websites, etc;
• Prepare and support the project management team during the “formulation phase” of new initiatives with focus on quality assurance and quality control of project documents/ concept notes.
• Creating and updating the UNOPS- All Vertical and Health Infrastructure projects activity updates / Visibility materials to be distributed to partners and potential donors.
• Respond to a variety of inquiries and information requests internally and externally; prepare related correspondence;
• Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports, and minutes of meetings when requested, translations when required;
• Any other programme related tasks required.
Monitoring and Progress Controls
• Producing and updating progress reports as required
• Producing project specific information and visual documentation materials

Final Product
• Preparation of all reports;
• Project Documents / Concept notes
• Information/Visitbility Documents


Qualifications Requises

• Use of computer is required with MS office software in particular Word and publisher, Adobe InDesign and Acrobat are an asset.

Education/Experience/Language requirements
• Master’s Degree in Social Sciences, Communication, Journalism or other related field.
• A Bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree.
• 5 years experience in reporting and communication in an international environment is required.
• Experience with project development, reporting and communication in an international environment is an asset.
• Excellent command of English and French are required. Spanish, Portuguese and Creole are an asset.
