For over four decades, we have been serving those who are living through unimaginable hardships. Today Food for the Hungry works in more than 20 countries around the world providing life-changing resources such as clean water, medical aid, food, education, vocational training, spiritual development, and hope.

Inspired and led by our Christian beliefs, we faithfully serve vulnerable people across the globe without regard to race, creed or nationality and without adverse distinction of any kind. In 1971, as Food for the Hungry became an official organization, Haiti was one of the first countries FH helped during an emergency response. In the early 2000s, FH began an HIV/AIDS prevention and care program in Port-au-Prince. On January 12, 2010, a 7.0-magnitude earthquake struck and killed approximately 230,000 people. FH staff responded immediately and has since continued long-term development work to help Haitians recover.


Fonctions

POSITION SUMMARY

The Finance Manager is responsible for the overall finance management, financial reports and practices to ensure quality and accuracy within the Haiti office. Will maintain high levels of resource stewardship and financial accountability in a timely and accurate manner. This is an unaccompanied position.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Advise CD and senior management of the financial and tax implications of any decisions made and prepare financial information pertaining to these decisions. Supervise all accounting activities. Monitor and prepare timely payments. Ensure proper filing system for all backup supports. Supervises personnel related to finance and IT departments of FH Haiti. Work closely with the national accountant hired by FH/Haiti and provide all the required information to keep the national accounting journals required by law which are to be presented as needed to the government. Ensure all policies and procedures pertaining to the finance and logistics department are developed, understood, accessible to non-English speakers and adhered to. Ensure to meet the finance related administrative requirements placed by FH, donors, the government of Haiti, suppliers /contractors, or other actors. Responsible to recognize gaps in policy and develop new policies and procedures where necessary. Advise on procedures to be implemented, in compliance with the FH Guidelines. Obtain CD approval (and sometimes Regional Finance Manager (RFM) approval) prior to implementation of new policies. Ensure that FH financial reporting meets established standards and is in compliance with Donor regulations and are in accordance with FH Polices and Procedures. Same applies to reports required by the Government of Haiti. Be available to participate and report at the Quarterly Management Meetings of the Central Office and whenever he is required for consultations by CD or Regional Managers. Responsible to ensure that financial activities meet programs needs, including cash flow. Responsible for the security of bank and cash assets. Assist in budget preparation monitoring and controlling for all FH/Haiti. Ensure that monthly budget variance analysis are completed and submitted to Cost Center Managers for action. On a Clearly and timely basis advise these managers on areas of risk. Responsible for producing reports and monitor budget expenditure. Advise the managers where necessary. Facilitate the annual internal and external audits. Responsible for audit coordination, follow up etc. Responsible for the implementation of audit requirements. Ensure activities in finance department are well planned and coordinated to support program needs. Ensure finance staff performance, development, appraisal, and adherence to FH vision and values. This includes holidays and approval, supervision and training. Full responsibility and authority on staff supervision and day-to-day management. Refer to HRD for promotion, training and disciplinary issues


Qualifications Requises

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty/function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

•Commitment to serving the poor and in full agreement with FH’s Christian foundation and beliefs as expressed in our Vision, Mission and Values
•5 Years in senior accounting position with international exposure
•Computer literate, proficient in Microsoft Office Suite (especially Excel)
•In depth knowledge of SUN accounting package (CITRIX server, Sun-systems, Vision XL, Vision Executive, etc.)
•In depth knowledge of NGO accounting and donor requirements (USAID and others)
•Good administrative and organizational skills
•Past experience working with foreign donors (preferably USAID)
•Work/living experience in non-industrialized countries
•Able to motivate, organize, and train a staff of up to 60 individuals on Accounting-related topics
•Good organizational and human resource management skills
•Able to work independently with creativity
Ability to travel in the countrysides and outside of Haiti

EDUCATION

CPA in finance, Professional Accountant or equivalent. Related masters degree desired.

SUPERVISORY RESPONSIBILITIES

Will supervise one or several accounting and procurement staff as is required by circumstances.


LANGUAGE SKILLS
Proven fluency in oral and written in English. Proficiency in Haitian Creole, French and/or Spanish is a plus.
