Introduction

Jhpiego seeks two Grants and Contracts Officers, one to be based in Port au Prince and one to be based in Cap Haitien. Both will report to the Grants and Contracts Manager based in Port-au-Prince. The primary responsibility of the Grant and Contracts Officer will be to oversee the entire grants management cycle including compliance with US Government and USAID cost principles and regulations. This includes implementation of activities and effect payment as per agreement, local government requirements, accepted accounting practice; participation in evaluating and selecting sub-grantees, ensuring grantee payment, and monitoring (including field visits), reporting, and evaluating results. S/he will work closely with the Grants and Contracts Manager and F&A Manager to ensure accurate financial, contractual and administrative reporting of sub-grantees.


Fonctions

• Assist in developing or adapting formats, procedures, and regulations to be used for formulating, executing, monitoring, and closing grants according to donor agencies regulations.
• Conduct pre-award assessments and gather all required documentation.
• Assist sub-grantees in developing work plan budgets. Ensure that budgets for all sub-awards are reasonable, accurate, and include only allowable costs. Ensure that budget notes, assumptions, and amounts are consistent with work plans.
• Conduct frequent field visits to monitor and mentor sub-grantees and provide on-site support with respect to timely and accurate reporting and compliance with sub-award terms and conditions/USAID compliance.
• Closely monitor grantee reporting to ensure accurate and timely reporting. When reporting is delayed follow-up with grantee immediately and ensure that future reporting is timely. Follow-up closely with M&E staff/other staff in the case grantee reporting includes monthly M&E reports/program reports to ensure that reports are received, reviewed and approved on a timely basis.
• Reviews and approves grantee monthly invoices. Follow-up with accounting staff to ensure payments are made to grantees on a timely basis.
• Prepare grantee reporting/payment monitoring tools including the FAA’s tools - “Milestone Performance and Payment Log” and “Exception Report – Delays in Reporting and/or Payment”. Working with the Grants/Contracts Manager identify lapses and reasons for delays/constraints in order to bring grantees into compliance regarding meeting reporting deadlines.
• Monitor Cost Reimbursable Grants for reporting, accurate completion of reporting forms, and appropriate use of funds (“burn-rate”). In the case of unusual cost reports/unusual burn (too fast or too slow) investigate reasons and propose/implement corrective action.
• Capacity building of sub-grantees – implement capacity building plans for FAA and Cost Reimbursable grantees, appropriate for the timeframe/duration and the size of the grant awards. Assist in developing training modules for sub-grantee capacity building.
• Contribute to the development of a country office grants management manual, materials, and resources.
• Ensure orderly and timely close-out of sub-awards. Work closely with program staff during project close out.
• Other duties as assigned.


Qualifications Requises

• Bachelor’s Degree in Accounting, Finance, or Business Administration
• Minimum of three (3) years relevant experience in grants or contracts administration or accounting.
• Proficient in US Government and USAID cost principles and regulations.
• At least four years of experience in an NGO environment
• Relevant experience in grants management and financial/operational systems preferred.
• Sound experience in auditing
• Excellent organizational, coordination, communication and interpersonal relationship skills required.
• Experience working with and providing technical assistance and training to NGOs preferred.
• Computer literacy and very good knowledge of Excel, Ms-Word; experience in QuickBooks accounting package is advantageous.
