Introduction
USAID’s MCSP program in Haiti called Services de Santé de Qualité pour Haiti (SSQH) is hiring a National Payroll accountant who will report to Jhpiego’s Director of Finance for SSQH, and who will be based in Port au Prince. The primary responsibility of the National Payroll Accountant will be to oversee all payroll related activities for both the Port-au-Prince and Cap Haitien offices under SSQH. S/he will serve as a liaison with Human Resources and ensures adherence to payroll related labor laws. The National Payroll Accountant will supervise one staff: a Payroll Assistant based in Cap Haitien.
Fonctions
• Develop and manage files and payroll processes and ensure compliance with taxation in Haiti.
• Process payroll in close coordination with Human Resources; process new employees, terminations, transfers and promotions
• Prepare payroll journal entries
• Provide support for the annual audit
• Reconcile monthly all payroll general ledger accounts
• Reconcile monthly payroll bank account
• Prepare and submit quarterly and annual payroll and tax related external reports
• Develop, manage and maintain comprehensive payroll records
• Ensure compliance with labor laws and local practices and effective support of the service providers in local benefit plans where appropriate.
• Coordination efforts between payroll, human resources, benefits and general ledger accounting, to ensure proper flow of information relating to employee data
• Ensure that the payroll records contain the timesheets (timesheet duly signed by the employee’s supervisor); ensure that employees submit their leaves in time for approval of their supervisors.
• Ensure that sick leave and vacation are well documented and classify in the employee’s file
• Establish and maintain records of staff in electronic file
• Liaises with accountants and tax Human Resources on monthly payrolls in order to withhold and remit taxes accordingly
• Calculate, prepare the wages and statutory benefits, and managing relationships with social agencies (ONA) and tax perform;
• Liaise with Human Resources department, Cap office, and individual employees regarding payroll-related issues.
• Develop process documentation for all payroll processes
• Other related duties at the request of the superior hierarchical.
Qualifications Requises
• Five (5) years of professional experience in a similar post diploma or Bachelor's degree in management of human resources, public administration or business
• Knowledge of the concepts of human resources management, including but not limited to the negotiation of contracts of employment, followed by payroll, benefits and leave, the resolution of conflicts, the strengthening of the team, and the assurance of compliance with the Haitian labor code and the regulations of USAID.
• Ability to work in team. Ability to maintain good relations with internal and external people.
• Excellent oral and written English communication skills are desirable. Computer literacy is required in the suite MS Office.
• Make proof of integrity, dynamism, of practical sense, be organized and methodical.
• Ability to meet deadlines, prioritize emergency driving multiple folders simultaneously. Experience working with USAID-funded projects is strongly desired.
