USAID’s Maternal and Child Survival Program is hiring a Senior Operations Manager for the MCSP project. The Senior Operations Manager will supervise a field-based team of Facility Services Officers and Departmental Program Officers, as well as provide general oversight and have indirect supervisory responsibilities for Cap Haitian based administrative/finance personnel. This position will report directly to the Deputy Chief of Party of Finance and Administration. The Senior Operations Manager is responsible for guiding and overseeing the operationalization of implementation of project activities and continued quality improvement at the facility level for the Maternal and Child Survival Program in Haiti. This position is based in Cap Haitien.
Fonctions
Leadership and Accountability
• Collaborate with the Technical Director to provide leadership for, and oversee the strategic planning of facility activities in support of the program goals and objectives, including the determination of program priorities, development of realistic and effective activities, especially with regard to operationalization of activities
• Collaborate closely with the Technical Director to ensure that approaches are technically sound and effective at impacting coverage and quality of RMNCH and HIV services.
• Ensure that every facility is jointly supervised by project supervisor and MSPP supervisors, and that any issues that arise are reported to the DDS (district government) technical staff and project technical staff to promptly resolve
Service Delivery and Quality Improvement
• In collaboration with the DDS, ensure that all target facilities and their surrounding facilities are delivering the services as per the MSPP EPHS
• Ensure a strategic and coordinated approach to quality improvement across the program, focusing on ASCPs and clinical staff as well as working closely with the four DDS in the North
• Support quality supportive supervision of staff and MSPP counterparts
• Support the MSPP to ensure quality service delivery at the facility and community through supportive supervision, mentoring of service providers, and ongoing QI support
• Ensure support to facilities and communities for laboratory services and commodities
• Ensure that quality data is being reported from each facility and community to the DDS, DHIS2, and project leadership.
Collaboration and Coordination
• Coordinate the work of all Facility Services Officers and Community Mobilization Officers with the Ministry of Public Health and Population (MSPP), as well as hospital and health department partners, professional organizations, other USAID implementing partners, and other key stakeholders in Haiti such as NGOs and CSOs, to ensure smooth implementation of activities.
• Represent USAID’s MCSP in public and professional circles through appropriate meetings, conferences, and presentations, including national and sub-national working groups.
• Guide the analysis, synthesis and reporting of outputs and results in close collaboration with the Program Officer, Technical Director, and Monitoring and Evaluation Team.
• Generate regular reports for the Technical Director with regard to needs in the field for follow-up technical assistance (trainings, tools, materials, etc.)
• Collaborate with the Technical Director to ensure strong coordination and collaboration with the Technical Advisory team
Management
• Manage all facility-based activities, and provide mentorship to staff on the team.
• Work with finance and project staff to develop and track project budgets.
• Directly supervise the Departmental Program Officers, who in turn supervise the Facility Service Officers
• Provide support to the Finance and Administrative team to ensure efficient and appropriate operations
Monitoring, Evaluation and Reporting
• Ensure systems of data for decision making are in place and understood by all staff.
• Contribute to monthly HQ reports, quarterly USAID reports, other donor reports, workplans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information.
Qualifications Requises
• Medical or public health advanced degree preferred
• Strong proven management abilities
• Excellent interpersonal skills required to work closely with MSPP and USAID.
• Knowledge of major RMNCH and HIV best practices (including nutrition and WASH) as well as implementation of RMNCH and HIV programs in Haiti.
• Understanding of Haitian health care delivery and the role of community health workers.
• Demonstrated skills in collaborative engagement, program planning, knowledge management, facilitation, networking and communication.
• Excellent leadership, interpersonal and supervisory skills, inspiring teamwork and motivating staff and partners to achieve results.
• Excellent program and financial management skills.
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
• Experience working at national level on health policy, technical guidelines and program implementation is an advantage
• Experience working in integrated programming through the continuum of care from household through community to hospital.
• Excellent writing, data collection, analysis and reporting skills.
• Fluency in French and English; Haitian Creole proficiency also preferred.
• Ability and willingness to travel 30% of time.
• Ability and willingness to be based in Cap Haitien.
