1.0 Background
J/P HRO’s strategic plan was designed to provide the organization with a strategic framework for the 2013-2016 period. Since its writing, however, there have been socio-economic and political changes in the emergency and development fields, including increasingly fewer resources available to civil society organizations globally and shifting funding models among donor agencies, the near conclusion of the Sustainable Development Goals (SDGs) and the design of a post-2015 development agenda. These shifts at the global and national level place J/P HRO at a critical juncture. They call on us to revisit the strategic plan and to renew the analysis to develop a feasible and visionary blueprint for advancing J/P HRO’s vision and mandate within this new landscape until the next planning cycle in 2020. The new strategic plan will be accompanied by a theory of change document, which together will comprise all of J/P HRO’s work.
2.0 Purpose and Objective
In order to achieve the best results for our Strategy Refresh, we need to understand our context, our competencies, where we want to go and what we need to get there. The purpose of this assignment is for a Consultant to conduct surveys, research, and facilitate the development of a renewed strategic plan for J/P HRO for the 2017-2020 period.
Specific Objectives:
• Assess and analyze J/P HRO’s internal environment
• Assess and analyze J/P HRO’s external environment and stakeholders
• Synthesis of results and identify strategic opportunities
• Plan and facilitate a workshops with key partners, staff and others to prioritize strategic directions
• Support the Management Team in designing appropriate metrics using the Theory of Change model and/or an organizational balanced scorecard to best align with identified strategic priorities
• Draft and finalize J/P HRO’s strategic plan
3.0 About J/P HRO
J/P Haitian Relief Organization (J/P HRO) was born as a medical mission, bringing supplies and medical volunteers within days of the earthquake. J/P HRO became the camp manager of the Pétionville Club (PVC) camp in Port-au-Prince. PVC was one of the largest Internally Displaced Persons (IDP) camps in Haiti, housing approximately 60,000 people post-earthquake. In 2011, J/P HRO’s role expanded again as the organization began to focus on community regeneration and redevelopment in the Delmas 32 neighborhood adjacent to the camps, in an effort to incentivize camp residents to return to permanent homes in their neighborhoods of origin. J/P HRO cleared tens of thousands of cubic meters of rubble from the streets and public spaces and demolished 270 of the private homes condemned by the government after the earthquake. Since then, J/P HRO has helped the reconstruction process by retrofitting and repurposing a series of earthquake-damaged buildings, including the “Kay Kominote” community center, two medical clinics, and a series of schools. In addition, J/P HRO oversaw the construction and implementation of several new solar-powered water filtration kiosks, dozens of private residence retrofits and new home construction.
J/P HRO succeeded in officially closing the PVC Camp in January 2014, with all former residents rehomed into safe housing in neighborhoods around Port-au-Prince, and is continuing to support residents as they transition to durable, sustainable and prosperous communities through four main program departments: Medical, Engineering & Construction, Community Development and Reforestation. Leveraging its experience in Delmas 32, J/P HRO aims to bring the area back to life and is implementing redevelopment activities to improve urban spaces, higher-density housing opportunities, increased access to economic opportunities and basic infrastructure (water, road, electricity), and most importantly, community involvement and leadership in the regeneration of the neighborhood.

0 Scope and Focus of the Assignment
The scope and focus of the assignment is to provide technical, strategic and facilitation support to enable the renewal of J/P HRO’s strategic plan. After an initial document review, the consultant will develop an analysis framework and work plan to guide the assessment.
S/he will conduct a thorough but focused assessment of J/P HRO’s strengths and weaknesses, as well as external opportunities and risks, with a view to identifying appropriate strategic options for the 2017-2020 operational period. The assessment will include review of relevant documents, in particular J/P HRO’s vision and mission statements, existing strategic plan and key project documents, donor organizations, and related domestic and international reports. The consultant will also develop an 1) online survey for J/P HRO internal and external stakeholders, 2) conduct individual interviews with key informants, and 3) facilitate in-depth focus group/facilitated discussions among J/P HRO Board members, partners, donors and the communities with whom J/P HRO works using web-based technologies and/or teleconferencing.
The use of participatory processes is expected. Critical reflection by members and stakeholders is integral to this strategic planning initiative. As such, the Consultant will be expected to provide for active and meaningful engagement of J/P HRO stakeholders, relevant government representatives and other stakeholders.
It is expected that data will be analyzed using a rigorous and transparent analysis framework, summarized and presented back to J/P HRO to aid in prioritization of strategic directions. A key aspect of the consultancy is preparation for and facilitation of a two-day strategic planning meeting with J/P HRO Board members, partners, donors, and staff.
All data and the results of the workshop will be consolidated into a draft and finalized strategic document, including analysis and the presentation of metrics using a Theory of Change model and/or a balanced scorecard approach.
5.0 Roles and Responsibilities
J/P HRO and the Strategic Planning Committee of the Board will be responsible for:
• Preparing the Terms of Reference
• Selecting, contracting and managing the Consultant
• Covering the costs of and managing communications and logistics associated with the assessment
• Actively engaging with the Consultant during the assessment
• Identifying stakeholders and relevant documents as needed
The Consultant will be responsible for:
• Preparation of a work plan and an appropriate Assessment Framework
• Actively engaging with staff, Board members and other stakeholders through the use of participatory processes
• Regular progress reporting to J/P HRO
• Production of deliverables in accordance with the requirements and timeframes of the Terms of Reference.
6.0 General Process and Content of Work
Below is a suggestive outline of a workplan. Please submit an updated proposed workplan with specific days required.
I. Draft Analysis framework (Total 6 days)
a. Review background documents (2 days)
b. Conduct internal and external environment analysis including key stakeholders/Competitor analysis (3 days)
c. Present Analysis to SMT including key challenges and strategic opportunities (1 day)
II. Plan strategic planning workshops (Total: 9 days)
a. Meetings with relevant staff, including field staff to ensure effective participatory approach/ process, coherence and clarity (3 days)
b. Prepare agenda and activities for workshop (2 day)
c. Conduct workshop and prepare workshop report (3 days)
i. One day of strategic planning with Program and Project managers
ii. One day of strategic planning with SMT
iii. One day of strategic planning with both groups together
d. Draft list of outcomes from strategic planning process for each of three days and share with participants for feedback (1 day)
III. Develop and conduct surveys and key informant interviews with relevant parties (Total 10 days)
a. Community members
b. Key donors
c. Key partners
d. Key government reps
IV. Drafting and submission of the strategic plan (Total: 10 days)
a. Drafting of first draft of strategic plan, incorporating ideas, feedbacks from workshop participants (2 days)
b. Present first draft of strategic plan to SMT and Program Managers for review, discussions and feedback (1 day)
c. Incorporate agreed upon changes, finalize strategic plan (2 days)
d. Organize a 2-day workshop to present overview of final strategic plan to JP/HRO staff (2 days)
e. Submit final document and report in both soft copy and printed form
Qualifications Requises
The ideal Consultant will have knowledge of and/or proven expertise in:
• Strategic planning document preparation
• Urban development and planning
• Education
• Health
• Haitian civil society
• Participatory approaches in conducting assessments and facilitating strategic planning processes
• Familiarity with the Theory of Change approach and building organizational balanced scorecards
