Job Summary
Palladium is seeking a Senior Capacity Building Advisor based in the Palladium office in Port-au-Prince, Haiti to provide technical leadership, management and oversight of the monitoring and evaluation (M&E) capacity building activities at national and sub-national levels in the MSPP SISNU web-based reporting system. The Senior Capacity Building Specialist will work closely with senior project and MSPP/UEP management.

Lead development, implementation, and monitoring of the project capacity building strategy for individual, organizational, and institutional capacity building in MSPP SISNU.
Oversee capacity building training activities at national and sub-national levels.
Participate in key stakeholder and project staff meetings.
Travel to the provinces as needed.
Supervise staff as needed.
Qualifications Requises
Minimum Education or Experience Required
Post-graduate degree in public health or community health, international development, monitoring and evaluation or other related field preferred.
5 to 7 years of experience in capacity building activities with the MSPP ? with emphasis on sustainable and innovative approaches and experience in different levels of services delivery reporting and capacity building.
Minimum of 3 years? experience working directly with the MSPP in Haiti.
Experience working with programs financed by international donors, preferably USAID and CDC.
Experience with HIV/AIDS programs; knowledge of PEPFAR MER indicators is an advantage.
Understanding and working knowledge of DHIS2; certification as a DHIS2 Level 1 Trainer an advantage.
Strong advocacy, communication, and presentation skills.
Experience developing curricula, training modules, and manuals for pre- and in-service training in MSPP M&E/HIS, with a focus on data quality assurance and data quality.
Experience strengthening decentralized HIS structures, with particular emphasis on strengthening the capacity of district-level HIS staff to collect, process, report, and use data of high quality and validity
Experience with data quality audits.
Excellent written and verbal skills to communicate technical information to a variety of audiences; fluency in French and Haitian Kreyol with advanced proficiency in English; Spanish an advantage
Willingness to travel at least 25% to the provinces
Haitian citizenship.
