Introduction
I. ORGANIZATION SYNOPSIS
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research and technology–creating a unique mix of capabilities to address today's interrelated development challenges. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.
II. PROJECT SUMMARY
Ann ALE will provide the Ministry of Education in Haiti (MENFP) and USAID with technical support, materials and training in order to improve reading and writing outcomes in Haiti. It will expand the approaches from the previous ToTAL project (2012-2014), including support to pre-service and in-service teacher professional development and community engagement. The project will work closely with the MENFP to strengthen systems to support the quality reading approaches. To achieve the objectives, the project has engaged international and local partners.

III. JOB SUMMARY
The Procurement Officer will assist the Senior Administration Manager with the procurement committee, drafting invitation bids, executing purchase orders and contracts, and ensuring that all procurement and logistical operations are executed in accordance with USAID regulations and FHI360 policies.
Roles and Responsibilities
Tasks will include, but are not limited to the following:
• Act as a member of the procurement selection committee and ensure that the committee works collaboratively to make a final selection;
• Procure in-kind support for the project activities;
• Determine the most reasonable, fair, and expeditious procurement alternative for project activities;
• Inspect and accepted goods, and verify services;
• Initiate and maintain partnerships with external vendors by negotiating purchase order contracts with appropriate sources of equipment, supplies, services and travel;
• Facilitate the preparation and submission of purchase orders in accordance with FHI360 policies and USAID regulations;
• Ensure complete documentation of procurement files in project database;
• Coordinate with program staff on project needs and requirements;
• Ensure that all procured goods are delivered on time; and
• Performed other duties as required by the Sr. Admin Manager.
Qualifications Requises
Education: Bachelor degree in one of the following or related fields preferred: Project Management, Business Administration, Finance, International Relations, or related field.
Experience: Minimum of 2-4 years of experience in Procurement;
Familiars with USAID regulations: FAR and AIDR
Demonstrated leadership and integrity.
Demonstrated ability to work with and manage local national staff.
Excellent organizational, time management, prioritization skills, and attention to detail are required.
