Save the Children has developed an innovative yet proven comprehensive package of interventions, known as the Quality Education Initiative (QEI). This initiative is rolled out in schools in highly disadvantaged communities; partner schools are those that seem institutionally viable and have existing strengths to build on, but which also have clear needs. At these schools, Save the Children partners with Ministry of Education staff, school administrators, teachers and parents’ groups to conduct to establish “child-friendly” environments so that children can develop to their highest potential. In addition, Save the Children seeks to improve school management practices, to improve the learning process and quality of teaching, and to encourage community support for education. Save the Children also recognizes the challenges facing students learning to read in Haiti, and became one of the first organizations to develop and implement a program specifically targeting reading in Creole, the local language in Haiti, called “Lekti se Lavni (Reading is the Future)”.
PURPOSE
To repair existing sanitary facilities in the 31 participating schools and execute the issued report of recommended reparations respecting the estimated cost and time frame for each school
Fonctions
1. Inform school directors of planned works and find agreement with PTA where warranted on execution of works and timeline
2. Contract and supervise “general contractors” or “plumbers” for repairs
3. Construction is NOT a part of this consultation
4. Confirm with school staff of planned activities
5. Ensure daily presence on multiple worksites for supervision and verification of teams
6. Sign off on certificate of completion in collaboration with school director
7. Organize inspection visit with representatives showing working state of equipment after repairs and proper utilization
8. Plan with education staff on sharing of good wash practices lessons with teachers and flow down to students.
Additional job responsibilities
The job duties and responsibilities as set out above are not exhaustive and the Post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
Qualifications Requises
Essential
• University degree/certificate in public health focusing on water and sanitation
• Civil Engineer degree
• At least 3 years’ experience executing renovations and repairs of wash installations
• Fluent in French/Creole/English
• Availability and commitment to travel in West Department
• High personal standards of implementation excellence: self-motivated, creative, energetic and resourceful.
• High capacity to generate quality reports and presentations.
• Strong ability to work independently as well as part of a team.
• Knowledge of Hygiene promotion in schools.
• Knowledge of current MS Office applications
Desirable
Understanding of WASH-related government strategies, private sector and social marketing initiatives and opportunities in Haiti.
Conditions de travail
The consultant will perform the following activities within 30 days maximum (5 works days per week):
1. Preparation
a. Review background documents on project and meet project staff. (2 hours) to confirm geographic span of visits and final listing of schools to survey. Obtain list with names of school directors, number of students (male & female). Introductions prepared in advance by the education section of the project.
2. Repairs
a. Visit relevant schools
Write consolidated report of visits with recommendations compared to minimum required standards as described in “Directives pour la Promotion de hygiène en Milieu Scolaire” and relevant documentation as issued by the Ministère de l’Education Nationale et de la formation Professionnelle- Direction de la Santé Scolaire.
b. Contract skilled workers.
