Introduction

The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning (FP) and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s MCSP program in Haiti is hiring a Deputy Chief of Party (DCOP) Technical who will report to the MCSP Chief Party (COP), and who will be based in Port au Prince. The primary responsibility of the DCOP Technical will be to guide and oversee all MCSP Senior Technical staff, and provide leadership on the overall technical and strategic vision for MCSP Haiti. He/she will collaborate closely with the Ministry of Health (MSPP), USAID, and other implementing partners to ensure approaches are technically sound and evidence based, in accordance with MCSP technical standards, and appropriate to the Haitian context.


Fonctions

Technical Leadership and Accountability
• Provide technical leadership and oversight for the implementation of MCSP in Haiti, according to MCSP global technical standards.
• Develop overall technical strategy for MCSP and work closely with program and technical teams to develop the project’s annual workplan, and technical reports.
• Ensure smooth integration of the technical approach across the multiple MCSP activities to create one unified MCSP program.
• Ensure that the program is clinically sound, evidence-based and aligned with the priorities of MSPP, USAID, and MCSP.
• Strengthen technical alignment with global best practices, as guided by MCSP headquarters in Washington.
• Ensure technical excellence and quality of RMNCH/HIV project activities across the continuum of care, from community to facility.
• Ensure that approaches are technically sound and effective at impacting coverage and quality of RMNCH and HIV services.
• As part of the senior management team, contribute to leadership and overseeing of strategic planning efforts in support of the program goals and objectives, including the determination of program priorities, development of realistic and effective activities and appropriate technical initiatives for meeting those needs.
• Lead and participate in design, adaptation, finalization and revision of national training packages, technical tools and job aids, and technical updates.

Technical Support and Quality Assurance
• Oversee technical assistance to the MSPP/DDS to follow-up on their action plans, service quality issues and technical support at both facilities and in communities.
• Ensure a strategic and coordinated approach to capacity building and quality assurance across the program, focusing on ASCPs and clinical staff as well as working closely with MSPP departments in the North, Central and South regions.
• Coordinate all technical trainings and deploy relevant technical advisors to work with the DDS/MSPP technical teams.
• Oversee clinical training and supportive supervision of MCSP staff and MSPP counterparts.

Collaboration and Coordination
• Coordinate the work of technical team members and partners, the MSPP, as well as hospital and health department partners, professional organizations, other USAID implementing partners, and other key stakeholders in Haiti such as NGOs and CSOs.
• Advise counterparts on technical issues and participate in relevant advisory and/or technical working groups with counterparts and partner institutions in development, adaptation and operationalization of national guidelines and policies.
• Represent MCSP in public and professional circles through meetings, conferences, and presentations, including national and sub-national working groups

Management
• Demonstrate a deep and extensive background in management, including management of staff and resources
• Mentor, support, supervise, and manage a team of highly qualified technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results.
• Work closely with MCSP headquarters staff to ensure effective, timely and coordinated project implementation.

Monitoring, Evaluation and Reporting
• Guide the analysis, synthesis and reporting of outputs and results in close collaboration with the Monitoring and Evaluation Team.
• Oversee, with M&E staff, all M&E and activities for the program, including ensuring strong data collection and reporting methods are in place.
• Ensure systems of data for decision making are in place and understood by all staff.
• Support the development of monthly reports to HQ as well as quarterly, semi-annual and annual reports to USAID, in collaboration with Technical Advisors and Senior Program Manager.
• Contribute to other donor reports, work plans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information


Qualifications Requises

• Medical Doctor required
• MPH or advanced degree required
• Nine years of relevant experience managing and providing technical leadership of large international programs (larger than $10M) in developing countries
• Previous work experience in Haiti or the Caribbean region preferred
• Experience working in RMNCH and HIV knowledge of and experience working in collaboration with MOH, international and local donor agencies and program implementing organizations (NGOs)
• Ability to represent MCSP in Haiti at high level with MSPP, donors and partner organizations
• In-depth knowledge of major RMNCH and HIV best practices (including nutrition and WASH
• In-depth knowledge and/or experience with implementation of RMNCH and HIV programs in Haiti
• Excellent understanding of Haitian health care delivery Demonstrated skills in collaborative engagement, program planning, knowledge management, facilitation, networking and communication.
• Excellent leadership, interpersonal and supervisory skills, inspiring teamwork and motivating staff and partners to achieve results
• In-depth knowledge of USAID programs, rules and regulations, compliance and reporting
• Expertise in research to practice—identifying best practices and adapting them to project realities
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Extensive experience working on national policy-making, technical guidelines and program implementation
• Extensive experience working in integrated programming through the continuum of care from household through community to hospital
• Excellent writing, data collection, analysis and reporting skills
• Fluency in French and English; Haitian Creole proficiency also preferred
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
