Introduction

Advancing Partners & Communities (APC) is a USAID-funded project which advances and supports community programs that seek to improve the overall health of communities and achieve other health-related impacts. The project provides global leadership for community-based programming and builds technical capacity of organizations to implement effective programs. APC is currently supporting USAID-funded grantees under the Mission in Haiti. APC is providing support to these organizations to strengthen their capacity to receive USAID funds directly.


Fonctions

John Snow, Inc. (JSI) is soliciting a Consultant to work with APC in Haiti. The Consultant will be based in Port-au-Prince and work with the APC Haiti Team providing technical support to USAID-funded grantees focused on building their program management and monitoring and evaluation (M&E) functions. This position will work closely with the US-based technical and administrative team to provide the appropriate and/or necessary support.

This consultancy will report to the APC Haiti Team Leader.
Tasks
The overall objective of the Consultant is to work with USAID grantees to plan and manage their program activities and ensure they are maintaining a robust monitoring and evaluation strategy.

Specific tasks will include, but are not limited to, the following:

Program Management
• Provide support to grantees in establishing programmatic strategies and processes to monitor USAID funded-activities.

M&E
• In collaboration with JSI M&E Advisor, design and facilitate a 3 day workshop focused on USAID monitoring and evaluation (“USAID M&E Workshop”):
o Develop session content and course design in coordination with APC Haiti technical team. Ensure content links to existing M&E OCA Action Plans.
o Review, adjust, print and prepare course materials; discuss the roles and responsibilities.
o Co-facilitate a 3-day course with APC Haiti team.

For grantees, as assigned:
• Provide technical assistance in designing M&E plans which support grantee reporting requirements and routine project management, in accordance with data needs and program requirements and as identified in the USAID M&E Workshop. This includes:
o Assess and identify data needs;
o Lead the development of M&E plans which have: key high-level objectives, performance indicators, baseline data, targets, and a plan to evaluate performance and produce timely, accurate, and complete reporting.
• Support the deployment of designed M&E plans:
o Develop data collection tools (e.g., survey questionnaires, focus group guides, analysis plans, databases, etc.) to capture, analyze and use routine project data;
o Support analysis, interpretation, data presentation, and results reporting, and in sharing M&E tools and methodologies to encourage evidence-based decision making.
• Design and facilitate M&E-related brown bags on developing customer satisfaction surveys.
o Provide post brown bag support in developing and deploying customer satisfaction surveys;
o Provide support analyzing data from customer satisfaction surveys as deployed.
• Support the development of performance management plans (PMP) which meet USAID requirements.

Deliverables
• Establish program management policies and systems for assigned grantees
• Facilitate USAID M&E Workshop
• Ensure grantees, as assigned, have M&E plans
• Facilitate customer satisfaction survey brown bag; assist attendees in developing and deploying the survey
• Ensure grantees, as assigned, have PMP


Qualifications Requises

• Master’s Degree in Public Health, Business, Organizational Management, or other related field
• At least 7+ years’ experience in the design and implementation of monitoring and evaluation of donor funded programs, including with international organizations, global health partners, and USAID or USG funding sources
• Demonstrated experience in target setting and reporting against USG health initiatives
• At least 5+ years’ experience with program management of USG health initiatives
• Excellent knowledge of data collection protocols for quality data collection and verification
• Experience developing PMPs, conducting assessments in public health, developing client satisfaction surveys and SOPs
• Ability to develop materials and lead workshops for a range of partner organizations
• Proficiency with MS Office Suite, with excellent MS Word, Excel and Power Point skills, and familiarity with database and statistical analysis packages commonly used in public health programs, e.g., SPSS, Access, Epi Info, STATA, or others.
• Understanding of USAID and/or USG M&E requirements for different types of awards
• Ability to steer a project based on M&E results
• Excellent written and oral communication skills
• Excellent interpersonal and written communication skills, particularly as related to report writing and program presentations
• Fluency in French and English required; proficiency in Haitian Creole preferred
• Ability to work legally in Haiti
