Chemonics International, an equal opportunity employer, is seeking a Deputy Chief of Party for the USAID-funded Integrated Financial Management System (IFMS) Project. The successful applicant will work in coordination with the IFMS team and the institutions of the Government of Haiti to improve the profile of the project and engagement of key counterparts.
Fonctions
DUTIES AND RESPONSIBILITIES
• Serve as primary IFMS liaison to MEF, principal government counterpart of the IFMS Project;
• Advise Chief of Party on strategy for improving profile of project and counterpart buy-in, working in coordination with project communications officer;
• Conduct assessments of specific government financial management functions as required by the Chemonics’ prime contract with USAID for the IFMS contract.
• Make presentations to senior GOH officials describing benefits of project-assisted activities;
• Attend weekly coordination meetings with USAID and report on activities;
• Mentor staff as needed;
• Participate as needed in quality control of project deliverables;
• Contribute to quarterly reports to USAID;
• Attend donor coordination meetings as representative of project;
• Serve as Acting Chief of Party when Chief of Party is away from post in Haiti; and
• Conduct other duties, as assigned by the Chief of Party.

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.
• Master’s degree or higher in public finance, business, or economics.
• At least ten (10) years of development experience in the public finance field,
• Familiarity with the political, social, and cultural context in Haiti preferred;
• Strong client-handling, leadership and staff supervision skills;
• Fluency in English and French required;
• Fluency in Creole language preferred.
