Introduction
Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake. HAP activities focus on integrated community recovery and preparedness interventions working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and through external partners.
The American Red Cross (ARC) provides support for the various relief and development projects in Haiti. Under the direct supervision of Director of Programs GNPD – Head of Sub-Delegation, the Senior National Technical Expert – Livelihoods (Gran Nò Pi Djanm) will provide overall technical oversight to the implementation of GNDP livelihood activities.
Fonctions
Specific Duties and Accountabilities
1. Provide high quality program design, implementation and technical support for ARC programs in the Grand North (North, North East and North West), including improved agriculture production, business development services, food security interventions, access to savings and credit and other livelihood related activities.
2. Support the Director of Programs in assuring the effective implementation of livelihood activities in the Greater North in a timely fashion according to technical guidelines, approved plans, budgets and policies. Provide briefings on key issues affecting the livelihoods sector as required.
3. Contribute to the development of Performance Measurement Plans for livelihood projects and/or program components.
4. Monitor the implementation of livelihood programs by partners, track progress of work plans, targets and indicators; provide program teams with feedback on the progress and options to improve progress to better align activities for the delivery of results. Brief PM on issues requiring his/her inputs and follow-up with partners on execution of measures recommend during ARC’s monitoring visits.
5. Contribute to initiatives for internal knowledge management in the rural livelihoods sector including within HAPs, ARC Regional and NHQ. Document best practices and lessons learned, and follow-up to support application of best practices in ARC’s North Sub-Delegation programs.
6. Plan and conduct livelihoods capacity building activities for field staff, including design and lead of trainings, mentoring project staff and monitoring capacity improvements.
7. Collaborate closely with other units, such as Health, Water and Sanitation, DRR, environment and housing / construction, Communications, AMEL and Operations to ensure integrated programming and promotion of organizational approaches/procedures.
8. Strengthen functional working relationship with departmental and local key livelihood agencies and represent ARC in different rural livelihood and food security coordination mechanisms.
9. Ensure mainstreaming of all sectors/cross-cutting themes into ARC’s livelihood programs including gender, HIV, accountability to beneficiaries, environment and other priorities as they are defined.
Additional Duties

3. Ensure effective working relationship with technical and service departments at national, delegation and headquarters level
4. Perform other work related duties and responsibilities as may be assigned by the supervisor
5. Work towards the achievement of overall goals of the operations in the delegation through effective managerial and lateral relations and teamwork
6. Respect and work within the code of conduct of the RCM.
Qualifications Requises
General Skills, Qualifications and Experience
1. Bachelor degree in social sciences or humanities and/or Masters in Economics/Business Management, Rural Development or related discipline.
2. A minimum of 10 years of relevant experience in Livelihoods, including Improved on & off-farm production and value chain development.
3. Excellent understanding of the different roles of men and women, their interactions with social, cultural and economic institutions around them and the resources and opportunities for livelihoods advancement that protect and cushion them against further vulnerabilities.
4. Prior experience in developing rural economic development strategies.
5. Experience of working for the Red Cross/Red Crescent or other international humanitarian organization
6. Experience in humanitarian relief and emergency response programs.
7. Demonstrated ability to work effectively with communities, government, women organizations, youth organizations and other stakeholders at local and national level.
8. Experience working in participatory community processes.
9. Experience in training, facilitating focus group discussions, community consultation.
10. Willingness to learn and innovate, flexibility, dedication and creativity.
11. Ability to work to meet deadlines in multiple tasking environments.
12. Ability to work effectively under pressure and to organize and prioritize competing activities.
13. Experience conceiving and delivering trainings for staff and community members.
14. Willing and able to travel whenever required for work purposes.
15. Excellent interpersonal, facilitation, and communication skills.
16. French, Creole and Strong English speaking and report writing skills.
17. Excellent command in Microsoft Office programs.
