Technical Director, Fruit Juice Factory at Marmelade, Haiti.

Background
The Government of Haiti and the Inter-American Development Bank have signed an agreement to support productive development in Haiti. A key element of this agreement concerns the development of productive areas called micro-parks, which will incubate groups of productive small and medium enterprises (SMEs), leveraging the economies associated with the development of SME clusters with the goal of catalyzing economic growth and job creation. Haiti’s Ministry of Commerce and Industry (MCI) is charged with carrying out this program, and has prioritized the development of micro-parks in key sectors such as light industry, artisanal production and agribusiness.

In support of MCI’s micro-park strategy, the Inter-American Development Bank financed a feasibility study into the re-opening of a fruit juice factory at the Beaucher Agricultural Centre in Marmelade, Haiti. The study, which was conclusive, was carried out by the international beverage consultancy Zenith International. Following this study, the MCI received a business plan for the re-establishment of production at the fruit juice factory by Jus de Marmelade SA, the business arm of the Foundation for the Sustainable Development of Marmelade (FONDDIM). The business plan presented a sustainable approach for the re-establishment of activities at the fruit juice factory, which included the integration of local farmers into the fruit juice production value chain. MCI approved the business plan and entered into an agreement with Jus de Marmelade in which MCI will provide new production equipment for the fruit juice factory in addition to facilitating the recruitment of key personnel, with funds provided by the Inter-American Development Bank.

Consultancy Objective
MCI is seeking a qualified Technical Director for the fruit juice factory.
The Technical Director will be based in Marmelade Haiti and will be responsible for developing HACCP systems, an HAACP manual and will train all factory staff in HACCP principles.


Fonctions

Main Activities
• Design and implement the factory’s HACCP plan;
• Advise on the actions necessary for the factory to receipt HACCP and other relevant certifications (ISO, CODEX Alimentarius and national standards)
• Develop all documentation relevant to the achievement of HACCP and other relevant certifications.
• Develop and roll out a training to ensure that managers and staff have a good command of their roles and responsibilities under the factory’s HACCP plan;
• Supervise product quality control operations during the manufacturing process;
• Carry out relevant laboratory tests on inputs and products
• Carry out inspections to ensure production, packaging and storage standards are being upheld.
• Work with the factory General Manager (GM) to develop a maintenance plan and collection system in accordance with Haitian regulations;
• Maintain ongoing relationships with relevant quality and standards bureaus of the Government of Haiti;
• Keep abreast of new industry standards and protocols governing beverage production and ensure these are communicated to all staff;
• Make recommendations to the factory GM on how to improve implementation of the HACCP plan in line with the relevant food industry standards;
• Carry out any other relevant duties assigned by the factory GM;
• Identify and train a local apprentice to take over this role.


Reports / Deliverables
• The Technical Director shall Deliver monthly activity reports, as well as quarterly and annual management reports to the Board of Directors.

• Lump sum contract inclusive of all accommodations, travel, communications and other costs related to the completion of the engagement.

Qualifications Requises

Qualifications
• At least 5 years’ of practical experience in a similar role with demonstrable success;
• Excellent knowledge of HACCP protocols with proven experience in developing and implementing HACCP plans ;
• Have a good knowledge of food production, packaging and storage techniques;
• Strong background in maintenance of hygiene, food safety and quality control standards;
• Excellent communications skills;
• Fluency in French and/or Haitian Creole is desirable;
• Relevant university degree


Conditions particulières

Visa and Work Permit:
The MCI, pursuant to applicable policies, may submit a visa request to the Haitian immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required. If a candidate cannot obtain a visa or work permit to render services to Jus de Marmelade SA the contractual offer will be rescinded.
