General Manager, Fruit Juice Factory at Marmelade, Haiti.

Background
The Government of Haiti and the Inter-American Development Bank have signed an agreement to support productive development in Haiti. A key element of this agreement concerns the development of productive areas called micro-parks, which will incubate groups of productive small and medium enterprises (SMEs), leveraging the economies associated with the development of SME clusters with the goal of catalyzing economic growth and job creation. Haiti’s Ministry of Commerce and Industry (MCI) is charged with carrying out this program, and has prioritized the development of micro-parks in key sectors such as light industry, artisanal production and agribusiness.
In support of MCI’s micro-park strategy, the Inter-American Development Bank financed a feasibility study into the re-opening of a fruit juice factory at the Beaucher Agricultural Centre in Marmelade, Haiti. The study, which was conclusive, was carried out by the international beverage consultancy Zenith International. Following this study, the MCI received a business plan for the re-establishment of production at the fruit juice factory by Jus de Marmelade SA, the business arm of the Foundation for the Sustainable Development of Marmelade (FONDDIM). The business plan presented a sustainable approach for the re-establishment of activities at the fruit juice factory, which included the integration of local farmers into the fruit juice production value chain. MCI approved the business plan and entered into an agreement with Jus de Marmelade in which MCI will provide new production equipment for the fruit juice factory in addition to facilitating the recruitment of key personnel, with funds provided by the Inter-American Development Bank.

Consultancy Objective
MCI is seeking a qualified General Manager (GM) for the fruit juice factory.
The GM will be based in Marmelade Haiti and will be responsible for all activities related to re-starting and maintaining fruit juice production at the factory. (S)he will also be responsible for training a local counterpart who will take over his/her role.


Fonctions

Main Activities
• Recruit a management team for the fruit juice factory, which will include managers for production, operations, marketing and finance;
• Develop effective systems, operating plans, technical manuals and plant management tools to optimize plant performance;
• Select a capable work-force with the assistance of the management team;
• Work closely with an HAACP consultant who will be engaged by MCI to ensure the plant is HACCP compliant;
• Design and roll-out training for all managers and staff to ensure that the entire team has a strong command of their roles / responsibilities as well as a sound understanding of relevant manuals, management tools and protocols;
• Plan, organize and lead the daily operations of the factory;
• Continuously improve production performance and maintain quality standards while adhering to a socially responsible business approach as set by the Board of Governors;
• Supervise the supply of inputs and maintain strong, productive relationships with suppliers;
• Supervise sales, build and maintain productive relationships with customers and explore potential markets;
• Ensure stocks of inputs and finished products are kept in conditions that respect hygiene and quality standards;
• Comply with delivery schedules;
• Supervise the regular maintenance of infrastructure and equipment;
• Deliver monthly, quarterly and annual management reports to the Board of Directors covering administrative, financial and accounting matters;
• Notify the Board of Directors of relevant developments in the beverage sector
• Make recommendations to the Board of Directors to improve plant productivity, ensure financial and economic profitability; and to improve the livelihoods of plant employees and suppliers.
• Implement the decisions of the Board of Directors and any other duties within its jurisdiction;
• Identify and train a local apprentice to take over this role.

Reports / Deliverables
• The GM shall Deliver monthly activity reports as well as quarterly and annual management reports to the Board of Directors covering administrative, financial and accounting matters;

Characteristics of the consultancy
• Lump sum contract inclusive of all accommodations, travel, communications and other costs related to the completion of the engagement.


Qualifications Requises

Qualifications
• At least 5 years’ of practical experience in a similar role with demonstrable success;
• Excellent knowledge of the principles of management and administration (budgeting, strategy, resource allocation, human resources management);
• Strong background in maintenance of hygiene, food safety and quality control standards;
• Excellent leadership and decision-making abilities;
• Excellent communications skills;
• Fluency in French and/or Haitian Creole is desirable;
• Relevant university degree

Visa and Work Permit:



The MCI, pursuant to applicable policies, may submit a visa request to the Haitian immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required. If a candidate cannot obtain a visa or work permit to render services to Jus de Marmelade SA the contractual offer will be rescinded.
