The Security Coordinator is expected to (i) collect and share information to mitigate operational risks and (ii) provide security support to the Jhpiego Haiti team on a day to day basis and in the event of security or other emergencies. The Security Coordinator also oversees all staff member movements in the field to ensure all members of Jhpiego Haiti are transported safely between locations/ sites.
Due to the rapidly changing nature of political and security events, the day-to-day responsibilities of this position may vary considerably according to the situation on the ground. The Security Coordinator will need to be extremely flexible and must be willing to work irregular hours and be available for consultation on an as-needed basis.
Fonctions
• Continuously collect, monitor and objectively analyse the security dynamics in all areas of Haiti where staff may operate
• Provide intelligence regarding security dynamics on the ground and support the Country Director and Chief of Parties in making decisions and implementing any protocol or policy changes
• Determine the risk factors associated with certain activities (including local and in-country travel) which may directly or indirectly impact on the safety and security of the Jhpiego Haiti team and take action accordingly to mitigate such risk
• Work conjointly with RSM and the security Focal Point to refine and test emergency response protocol
• Brief newly arriving/visiting staff on threats, Jhpiego Haiti security protocols and risk mitigation strategies within 48 hours of arrival
• Engage with other NGO and private sector security officials to collect and share information through formal and informal networks
• Serve as a primary point of call for staff members in emergency situations (e.g. assist ill or injured staff on an as-needed basis)
• Assist Jhpiego staff in the aftermath of any security incident and ensure that a formal Incident Report form is submitted to Jhpiego Haiti Security Focal point and GHR department on a timely manner
• Provide direct support to prepare for emergency situations (including procurement and distribution of emergency supplies; working with law enforcement to report and manage incidents etc.)
• Liaise with Jhpiego Haiti Security Focal Point, GRH and RSM to ensure a proper response in the event of a security incident or any threat to Jhpiego staff or operations
• During times of political or general instability, actively collect intelligence and work with RSM, GRH and the Security Focal point to analyse security dynamics, implementing new policies or protocol, as indicated
Qualifications Requises
• Experience working in an unstable environment; preferably in Haiti; previous experience working providing security support for an NGO preferable
• Good knowledge of the situation in the country, including an excellent understanding of the political situation and security dynamics
• Ability to maintain a level head in difficult circumstances
• Excellent communication skills with an ability to deliver key messages in a succinct and timely manner
• Ability to filter information to identify the key messages and concerns
• Strong computer skills and familiarity with standard computer packages.
• Excellent knowledge of written and spoken French and English
